WESTPORT, County Mayo, Ireland, June 16.—The making of a new Ireland fs in progress. The dawn of a better @ay that Irish men and women through all the broad world have prayed for is being realized sjowly but steadily, and the fruition of the first steps in the evolution is so apparent that to one who returns ufter a lapse of years the situation appeals with a thrilling sense of pleasure. When on a spring morning twenty- one years ago I sailed away from Ire- Jand there was a pall of gloom hanging wo darkly over the land that naught but the grim climax of extermination feemed to be the destiny of tne popula- tion of this the fairest of God's do- mains. There was a culmination at that thme of the bitter war which sinve the infamous Act of Union had been waged hetween landlord and tenant. The jails were teeming with the best and bravest of Ireland's sons—and daughters too, for the government that was in power In thoee comparatively recent days was foolish enough to imprison courageous omen who dared to criticise tho methods by which the laws were ad- ministered. Iudustry Was Hobbled, The emigrant steamships were laden with the youth of the country bound for—anywhere to get away from Ire- land! ‘Trade was a hollow sound—in- fustry was hobbled by a chain of such formidable thickness that It looked to the obsorver of the hour as if ruin, fiesolation, destruction, were to be the inevitable outcome of the situation. But it was during that period that @ great seed was planted. The land League, which had its first nourishing inspiration in the locality from which I write to-day was founded, It thrived in the receptive soll, and it grew And flourished. It stimulated the Ustiens\ peasantry to an active interest in thelr own material affairs that had been unknown for a generation before, Tt made an erstwhile callous govern- ment alt up and take notice. There were competitions, in every wbranoh of industry in which ‘the Irish ‘people have for ages excelled, such as weaving, knitting, spinning, crochet work, Ince making, &o. There were prizes for orlginal compo- sitions in Irish, in prose and poetry. ‘There were prizes for dancing, the old dances of our fathers, for afmying the of the ancient bards at the period when Ireland was the schoolhouse of Europe, There were prizes for excel- lence th performances on the harp, on the bagpipes, on the violin, on the flute and the pib hh. which t life ‘In every instance the competitions were keen and the number of competitors raufyingly large.
