VICTOR, Coli, June; 8—Martial In was Geclared in the Cripple Creok dis- trict to-day, the proclamation issued by Acting Gov. Hoggett being posted at various places in the camp. Insurrection Exists. The posting was done under the dl- fection of Adjt.Gen. Bell, who arrived wt Victor from Denver early to-day with the proclamation. Condjtions in the camp are quiet, according to ail Recounts. Gen. Bell has assumed command of the military and control of the dis- trict, and has called a council of the offciers of the local military pom- panies. He has ordered Col. Verdeck- berg, who had charge of affairs in the istrict when martial law ended there several months ago, to the district. ‘The proclamation reads as follows: “Whereas, There exists in Teller Dounty, Col, a large number of armed persons acting in conjunction with a large number of persons outside of that county who are fully armed and acting ~ together for unlawful purposes; and, “Whereas, Open riot and insurrection now exists in sald county of Teller, and felonies and murder have already been ~eommitted by such persons, who are felonies, and are offering violence to the utizens and property in sald aounty, thd are resisting the Jaws of the State * of Colorado; and, “Whereas at divers and sundry other ames various crimes have been com- nitted in sald county of Toller by and with the aid:and under the direction of said vicfous and lawless persons, and the security of persons and property 1s now threatened in sald county, and “Whereas threats, intimidations and ‘wolenée are: threatened, and it is be- eyed will be resorted to by sald law- lesy class of individuals, and “Whereas, it Is represented to me by the Sheriff of sald Teller County that the civil authorities within sald county aro unable to anforce the laws to secure Peace and order in sald county, and that {t is necessary to put the military into sald county\for the purpose of en- forcing the laws: and restoring penoe and order; “Now, therefore, \I, Warren A.
