PENGINEERS 10 FIGHT FOR | THREE-MEN-IN-CAB BILL. Central Division, No. 157, Will Meet Feb. 21, to Appoint a Legislative Committee to Go to Trenton in the Interest of Senator Hudspeth’s Meas- ure, Central Division, No. 157, Brotherhood of Locomotive Engineers, with a mem- ‘ership that includes practically every engineer In the employ of the Central "Railroad of New Jersey, will hold a meeting Baturday evening, Feb. #1, in Ma- joni Hall, corner of Pacific avenue and Maple strect, the Lafayette section of “Jersey City, for the purpose of appointing = committee to go to Trenton In the {interest of Senator Robert 8. Hudspeth’s bill, to compel all railroads in the State to employ a third man on ail locomotives of the ‘Wooten firebox or ‘Mogul’ ‘type, drawing passenger trains. Arrangements for this meeting are being made by the Grievance Committee ‘ot the Brotherhood—Arthur Kirkendall, William Bennitt end P. D. Mende. Hagar J. Dwyer, Chief of Central Division, No. 167, who is also organizer for §the State of Indiana of the National Raflway and Telegraph Employees’ Po- tical League, said last night et his home, No, 1 Whiton street, Jersey City: “You haven't any {dea how grateful the engineer's are to The Evening “World for the movement started by {t for a thin® man on engines of the Wooten fire-box type. Every day they are watching and waiting for a copy af the paper "$o see what it has to say about the bill, They look to The Evening World as ‘their friend in this fight and I know they will dp what they can in the way of as- distance. Legislative Committee to Aid. “A meeting of Central Division No. 187, Brotherhood Locomotive Engineers, “fas been called for the third Saturday of this month and I understand the aovement of The Evening World will be taken up and disoussed as soon as the meeting is called to order.” “Will @ legislative committes be appointed?” ““T suppose that will be the first thing to settl from what I hear talked about among the engineers. the big engines and are ready to fight for them.” “Have you expressed your views on the subject?’ Mr. Dwyer was asked. “Not yet," paid he. “Are you in favor of a thini man?’ he was asked. “I am, but not in the cab with the engineer," said Mr. Dwyer. “I would ‘pather approve of something like this: Bulld on the front of every engine, say, ‘@irectly over the top of the cowcatcher, a cab for a signal lookout, or third man “Phen arrange p code of eignals between the third man and the engineer. Have them worked by electricity. When tho lookout reads the signal he will tap on fastruments which will telograph the engineer whether everything is O. K. or - there ie danger ahead. It will be the engineer's duty to repeat to the lookout or ‘third man. Every Danger Eliminated. “In this manner every possible danger of accident could be eliminated and a Tailed runboard could be constructed from the third man’s cab back to the ‘engine cab, and in case of accident to the engineer the third man could hurry ack and stop the engine. “A third man is necessary on these big engines and the @ooner he {ts provided fer in some way or other the better for the railroad. I was never eo impressed (with the idea that a third man was a necessity until a few years ego. One of our boys was looking out for a signal and was struck on the head by a water pump and killed instantly. His body lay in the cab and the train ran along @t the rate of fifty miles an hour for a distance of almost seventy miles. ‘The fireman discovered the body after he had considered for a thme that it was strange the whistle was not sounded at crossings.’ Mr. Dwyer spoke of the signal system of the Central road and ald tt was @perated by air and electricity and was probably the most expensive of any road. isked the roporter, aid Mr. Dwyer. “I say thin ‘They want a third man on PRESS 2) SX he THE WORLD: THURSDAY EVENING, FEBRUARY 12, 1903.
