Manager of a Wine Company Says a Patrolman Aroused the Suspicion That Black- mail Was Wanted. Are the police still levying blackmall upon merchants for the privilege of ob- structing sidewalks with merohandise? ‘The Merchants’ Assoclation has re- cently begun an investigation, which is still under way. The investigation was begun on April 21 last, when thou- sands of circulars were addressed to merchants big and little throughout the elty requesting to be informed whether Dlackmail was being enforced by the police for certain privileges in violation of elty ordin: s One of these circulars was received at the office of the Los Angeles Wine Company, at No, 62 Vesey street, which had already had a peculiar expertence with a patrolman, who explained that y doing his duty when he the company remove idewalk fifteen email cases which offered no obstruction to trafic and which were deposited temporarily upon the walk. Replying to the Merchants’ Associ! tion circular, Manager H. C. Myers, of the Los Angeles Wine Company, wrote complaining against a store in Vesey street where goods are piled on the sidewalk until there is only a space of about three feet for traffic. Tenements Threatened by Flames that Destroyed Will- iamsburg Candy Factory— 600 Girls Out of Work. Six hundred girls stood in tears about the ruins of the big candy fac- tory of J. J. Matchett & Co. at ‘Wythe avenue and: South Fourth street, Williamsburg, this morning, They had come to work and found that fire during the early morning hours had left them without employ- ment. The candy factory occupied a six- story structure at Nos. 390-394 Wythe avenue, extending back half a block on South Fourth street, where it adjoined the big Have- meyer sugar refinery.
