The fortress will be much larger than that at York redoubt and will be armed with the most powerful of weapons. Marks, the Buyer of All the Fire Department Sup- plies, Is Jointly In- dicted. Fire Commissioner John J. Scan- nell was indicted by the Grand Jury @day on two charges—nerlect of duty and conspiracy. It has been known for some time that there was scandal brewing in the Fire Department and in the methods used by Commissioner Scan- misde- nell in the purchase of sunnlics. Comptroller Coler has repeatedly celled attention to these methods, and the Bonrd of Estimate and Ap- portionzaent has been compelled’ to pass resolutions denouncing them. Complaints had no effect. Manu- facturers of Fire Department sup- plies openly charged that Marks got a commission of 20 per cent. for every pound of supplies purchased by the city. ‘The rule requiring tho awarding of contracts to tue lowest ently disregard- bidders was per ed it was charged.
