ANOTHER BODY UNEARTHED, en Fourteen Have So Far Been Taken Out of the West Broadway Death-Trap, OTHERS STILL IN THE RUINS. Btatement That the Building Began to Sink Three Weeks Ago, PACE WAS THEN FILLED IN. This Places Responsibility Upen Builders and the Department Inspector. Bhortly before 1 o'clock to-day another ody was found in the ruins of the Ire- and building at West Broadway and ‘hird street. The body was in such a endition, however, that the men feared » remove it without first using a quan- ity of chemical disinfectant ‘The body was taken out at 1.10 and was identified as that of John Rossa, @ hod-carrier, living at 4132 First ave- nue, ‘The body of the twelfth victim, which ‘wae found yesterday in the ruins, w identified this afternoon as John Mur- phy, laborer, of 1034 Atlantic avenue, Brooklyn, Murphy leaves a widow and five chil- 7 the youngest being only ten days eld. ‘The one hundred workmen which Con- ‘tractor Galligan has at work succeeded yesterday in digsi out three more Dodies, making in all fourteen lives which were sacrificed to somebody's eriminal negligence. Other workmen are known to he miss- ing. The police have the names of five men unaccounted for, and it is pretty certain that all of these, if not more, will yet be dug out. During the early part of the afternoon an official of the Fire Department by order of his superiors, made an exami- nation of the building. He found that the collapse was d the sinking of the centre iron pilla The foundation upon which the pillar rested was made of concrete. The pillar itself rested on four layers of cut gran- its stone. Every plece of the stone had cracked into four parts, then bulged out, and through the opening the iron column had sunk more than seven feet. The weight of the floors above caused the tron girders to sag to much an ex- tent that the whole interior bent down- ward and the girders drawing out from their brackets which held them allowed the whole interior structure to collapse. In the opinion of this expert, to only ‘one of two causes can the accident be attributed. The first is that the man ‘who laid the foundation did not dig deep Bough and allow for the weight that the building was supposed to be able to carry when completed. The second is that all the floors of the building were unduly weighted with building material, which in itself might have caused the main pillar to sink. At 3,80 o'clock this afternoon Superia- tendent Constable, of the Rullding De- partment, began an investigation into the cause of the collapse. He had there a number of experts, including architects, builders and own- ers. Mr. Stevens, counsel for the contrac- tors, who were arrested Saturday, sald it was evident that the bullding sectled At least three weeks’ ago. “There 1s a space of fourteen inches t the roof showing that the entire bulld- Ing had settled that much.” said he “it was alno evident hat the builders must have known of this settling of fhe structure, because an attempt had mn made to Mill in the space caused by_the settling.’ This statement caused considerable mong the experts present: true this places the responsibility upon two persone—the builder and the In- spector of the Bullding Department. ‘who myst have known of the settlin of the building and the attempt to fl in.
