La TROLLEY MANAGERS BLAMED. —_—_>— The Friday Oommittee Says the Magnates Started the Strika & Préliminary Report Submitted to| the Legislature. (fipectal to The Evening World.) ALBANY, April 2—A preliminary re- of the Friday Committee, which Investigated the recent trolley strike in Brooklyn, was made public to-day. The / peport was presented by Chairman Will- fam H. Friday, of Kings, in the Assem- bly last night. Mr. Friday asked for an extension of time in which to prepare the full report on the strike, and offered the prelimi- nary report as a synopsis of the work done by the Committee. After stating that the Committee has taken 199) pages of testimony, the r port cites the causes of the strike. ‘The Committee places the blame for the beginning of the strike at the doo! of the railroad companies, stating that they declared all negotiations with the men to be off, by discharging the elec- trical workers. By the introduction of electricity, the report says, “‘a better grade of skill was required, although the railroad managers testified that no more extra skill was necessary to drive a horse car. But the many accidents and fatalities have demonstrated this to be untrue.” The synepsis concluded with a sketch of the affairs of the Long Island ‘1 tion Company. ———— RULES FOR TROLLEY CARS. The State Railroad Commissioners, Meosrs, Samuel A, Beardsley, Alfred . Chapin and Michael Rickard, are pre- paring to compel the trolley companies of Brooklyn, to observe the rules of the Board governing the running of trolley ari ‘The Commissioners met at the Chamber ef Commerce this morning, and after transact): routine business went into executive session to consider a report with regard to the killing of Mrs. Med- inger by a trolley car recently. “I cannot say what the evidence was what will be done, for the law pro- jes that decisions ot the Board must promulgated at Albany,” sald Secre- YC, B. De Freest, this morning, vhat could the Board do," he was ed.
