The system must extend its service in advance of development which makes opera- tion profitable, in order that development may take place; in order that the city may have the chance to grow. Real development follows street railway extensions; it does not precede them. RICARDO CORTEZ =—IN— The growth of Seattle would be helped greatly by street rail- way extensions into several districts. They cannot be built out of the earnings of the system, which are now absorbed in operat- ing costs and bond payments. They represent a capital invest- ment which can be provided for only by the issuance of utility bonds covering their cost. They cannot be tindertaken while the revenue of the street railway system is decreasing, for bond interest and redemption would have to be paid out of the earnings of the system‘and a heavy loss met in operation until the districts they served de- veloped self-supporting traffic. Some are now being served by bus lines, until development warrants construction of a street car line, Improvement and extension of street car service and full growth of the city depend upon increasing use of street cars by the people of Seattle. Individual and community prosperity are both bound up with the prosperity of the street railway system.
