Would Mr. Ross admit that the Portland company is saving the people of that city $7,000,000.00 a year? Residence rates in smaller communities must be slightly higher than in the larger cities. This is due to the difference in the cost of distribution. It costs much more per customer to distribute electric energy when there are only 10 or 12 customers for each mile of pole line than when there are 100 or 200. The municipal plant recognizes this as it charges 8 cents a Kilowatt hour for residence service, which it is at present illegally selling outside the city limits. Electric service is almost the only thing that is cheaper today than it was before the war. We in the imdustry claim no particular credit for these reductions. They were made possible by more efficient electrical machinery and by increased and diversified use of elec- trical energy by the people themselves, Rates were necessarily high in Seattle, when elec- tricity was furnished from several isolated steam plants, and the service was used only for lighting during a few hours in the evening. Then came the electric motor, creating a daytime mar- ket for electric energy to drive power machinery. Rates dropped almost immediately. Rates were again materially reduced. When tie Seattls Municipal Plant started furnishing electric service to customers in April, 1905, the residence rate was not 20c a Kilowatt hour, as has been so often claimed. The top rate was only 10c a Kilowatt hour and grading down to 5, with 10 per cent discount for cash and free lamp renewals. Since then the average home, with its electrical ap- pliane uses our output over 50 per cent more hours each day. With the same investment in poles, wires and meters, we are furnishing 50 per cent more Kilowatt hours per customer. Naturally, rates have steadily de- clined. In addition to selling our service at exactly the same rates charged by the politically operated plant, we turned to the people in taxes in 1922, $8.24 out of eve $100 gross revenue which we collected for our servi. the Puget Sound Power & Light Company and its suo- sidiaries have paid in taxes $5,108,639.91 in the last six years. The politically operated plant pays no taxes. The people of Seattle and the Pacific Northwest are benefitting by very low electric light and power rates. Let us not permit ourselves to be deceived as to the real cause.
