The trus- tees set out to procure $100,000 from the biggest business concerns in Seattle; their persistent solicitation brought in only $88,000. Other com- mittees, including 250 members, made a drive among the smaller business houses for $119,000, and their days of hard work netted just $34,000! The chamber’s one other source of revenue is membership dues; and the membership situation today is highly disappointing. These are not pleasant facts to record. r But they are FACTS. Last winter the chamber lost the con- fidence of people at large in this com- munity when it allowed itself to be used in opposition to the public interests, when it tried to block the plan of port development and turn the immensely valuable U. S. shipping board site into private hands for private exploitation. Then, in face of the rising tide of dis- satisfaction, as it continued its efforts in the spring election to undermine the Port of Seattle and hamper its develop- ment, it forfeited general public respect entirely. Its leadership was entirely re- pudiated by King county voters. But that is not all. The thoro canvass of the pga community that has just been complet- ed by trustees and members has shown. conclu- sively that the chamber, as now controlled, has also lost the confidence and the support of man- ufacturers, merchants and other oben men, They refuse flatly to furnish the money for car- tying it on. The soliciting committees report a widespread distrust of the governing group. It has been suggested before that Mr. Water- house should resign as president. But, thru the ill-advised guidance of his friends, he hung on. In light of the repudiation of the chamber by the people at the polls and now by the business men, The Star does not see how Mr. Water- house can longer withhold his resignation. His ardent supporters have referred to him as a Napoleon of business. However, Napoleon him- self could have accomplished no victories w.ith- out the loyal support of his entire army. But so sick a child is the Seattle cham- ber today that Mr. Waterhouse’s retire- ment alone will not cure the illness. The chamber needs a complete, stein-to- stern reorganization. But under ex- — isting conditions these able, earnest men. are * | prevented from serving Seattle as they would like to do. In a new election some of these men. should, and doubtless would, be re-elected. But, lacking public support, the board,:as now con- stituted, is only a detriment to civic progress. There are many functions the chamber alone can fulfill. Its work is essential if Seattleis to grow. The national advertising ‘campaign, the — tourist program, the state development work, part.of the chamber’s Alaska activities, part ‘of | its Washington, D. C., work, its Pacifie North- west Products campai —all these are con- structive, necessary endeavors. that should ‘be - carried out in a big, broad-gauge way. * The quarter-million-dollar budget, which the, chamber has failed to raise, is really too small. Seattle’s competitors ae spending proportion- _ ately much larger sums. Public confi lence in the chamber must be restored, an adequate’: sum — raised and its wise expenditure carried on. © The Star pledges itself to support strongly in the future, as it has in the past, every construc- — tive effort the chamber undertakes. .
