PLAN La Guarda Wants to Confer With Mexican Leaders BY MILTON BRONNER WASHINGTON, July 28.—If our government does not in the mean- time take radical affirmative ac- tion towards Mexico because of the latest attack upon American sailors near Tampico, Congressman La Guardia expects to push to passage his joint resolution dealing with the subject. The fiery little Italian solon from New York City, who became a major in our aviation service dur- ing the war, has up a resolution creating: a congressional commit: tee to confer with Mexican leaders for the purpose of bringing about harmony among Mexican factions and establishing law and order in that country. The committee is to consist of five senators and five representatives. If it went thru it would be in- direct invasion of the rights of the executive department of the gov- ernment by the legislative branch. I asked La Guardia about this.
