Leonard, president of the traction company, did NOT measure up to the patriotic Standard set by the carmen did NOT meet the hopes of the city. His reply to the offer to arbitrate ALL matters upon reinstatement of the men who had been only because they had joined the union, cle shows that he does NOT WANT TO ARBITRATE until after he had experi- mented with his imported strikebreakers. Instead of meeting the men half way by arbi- tration, Leonard quibbles about reinstating seven Tacoma men. Small stuff, that Leonard evidently was only bluffing when he authorized the public advertisements that his com- pany was NOT opposed to union organization; that it was not opposed to collective bargaining; pat it quarreled only with the Amalgamated Asso- ciation of Street Railway Men. If it is NOT opposed to labor unions, there is NO reason why it should now quibble over rein- stating seven men whose only offense was that they ‘had union affiliation.
