However, the heavy and almost constant rains in the winter, together with the steadily increasing traffic on our trunk highways, prompted our county officials to build 1314 miles of HARD-SURFACED roadways in 1911, and contract for about 6 miles more in 1912. The 20 miles of roads were paid for outright, on the “pay-as-you-go” plan.
