This would leave $1,000,000 unappropriated, as well &8 the funds that would be teceived when the loans heretofore proptsed are repaid. T fund of $1,000,000 could, in my opinion, -be expended to advan- tage as follows: Certain tracts of land in the burned district ¢ould be leased for five or ten years. Temporary wooden structures to house single men who would be en- geged in rebullding of San Francisco could be built on such lands, the rooms in these structures to be rented. The sum_ of $250,000 expended in this way would provide proper accommodations for several thousand workers. The re- maining sum, to wit, $750,060, be loaned in sums not exceedin to owners of lands, to assist them in rebuilding, these sums to be secured by mortgageés on properties. WOULD STIMULATE PEOPLE. The getting of six or seven millions into circulation wiil have a vital ef- fect on_ the upbuilding of San Fran- cisco. It will stimulate the people; it will relieve the savings banks. The main thought should be to get this fund of six or seven millions doi- lars workll as rapidly as possible. ‘The money should be put into circul: tion. In my opinion too much empha- ®is has been laid on the fear of pauper- 1zing our community. No jealousies should be aroused by &e asstribution of the fund. This would most unfortunate. To avold any Jeelcusy and any question a8 to any surplus that E:ulhly result from the repayment of the loans, T would re- spectfully s t that ‘the committee the ncy of thi American National Red Cross in car- 1 un.tixu .work into execution. MANILA, June 14—First Lieutenant |Edward C. Bolton of the Seventeenth | Infantry, Governor of the province of Davao. island of Mindanao, and Benja- | min Christian have been murdered on | the beach on the west coast of Davao by a Mungalayan and his two brothers. The murderers have not yet been cap- tured. A report received by General Wood BUSINESS DIRECTORY OF SAN FRANCISCO FIRMS from General Bliss, who is at Zambo- anga, states that Bolton and Christian passed 2 night at the Mungalayan's house and were returning to’Malita in the morning, the Mungalayan brothers acting as guides for the Americans, both of whom were unarmed. Bolton and Christian were attacked unawares. | The Mungalayan has the reputation of | being a cutthroat and murderer. He is creature of that!second chief of the Tagacolas, who are non-Christian Filipinos. Lieutenant Bolton was endeavoring to pacify the people by peaceful meth- ods and habitually went unarmed. He was regarded as one of the best officials of the Government in the islands and had accomplished much. He had stopped at the Mungalayan's house many times previously, but had never before been molested. Christian, the other mur- dered man, was a discharged soldier and foreman of the Government farm at Malita A report of the murder received at constabulary headquarters gives the additional infermation that the Munga- layan is the leader of a band of 200 re- ligious fanatics, who are terrorizing the country. He recently sacked a place known as McCullough's, near Malalog. The Americans are gathering at Mala- | log. One company of regular troops and one company of the constabulary were dispatched from Zamboanga at daylight today to scour the country, |arrest the murderers if possible, and | restore order. Captain Langhore has been made Acting Governor of Davao and placed in charge of these opera- tions. REFUGEES BACK FROM OAKLAND Steamer Caroline Brings Five Hundred to the | Camp at Presidio. Five hundred refugees who have been in camp at Adams Point, Oakland, were brought to this city yesterday on the steamer Caroline. Tha refugees were landed at the Presidio wharf and con- in wagons .and ambulances to np 8, located near the Presidio base- all park. Lieutenant Parker Hitt of the Twen- ty-secbnd Infantry, whe is in command at that place, had everything in readi- ness for their reception. Streets had been tents. Long before the sun went down the refugees were as comfertably lo- catdi as they had been at Adams Point. Many of them hated to leave the Oak- land camp, fearing that their removal was simply a ruse to get them on this de 6f the bay thrown on their own resources. They ound, however, one of the best con- iucted camps in the city, and the sick -eceived immediate attention from Dr. 1. O. von der Leith. The majority of the refugees who returned from Oak- land are old and infirm men, and the nilitary authorities are wondering what is to become of them when the regular relief work is at an end. There ire thousands of old and infirm men d women scattered about the various ps and most of them are destitute. problem of caring for them will be me to worry the city authorities for several months, say the military men d Red Cross people. The strong arm of the military has been after men who gave evidence of | being “too strong” to work. Several | have been ejected from each camp about the Presidio and Harbor View, and Lieutenant Moss found it his pain- | ful duty to permit the ejectment pro- ceeding to apply in camp to two wo- men. They were entertaining several soldiers at 2 o'clock yesterday morning and their hilarity disturbed the peace | and quiet of hundreds of refugees. An examination of their tent showed that they had beeh plentifully supplied with alcoholic beverages since the big blaze. RS W ) VERDICT OF MANSLAUGHTER BROUGHT AGAINST MEYER b Man Who Shot Eugene Peguillan in South San Francisce Is Conm- victed by Jury. : The jury in the case of B. E. Meyer, charged with the murder of Eugene Peguillan in South San Francisco on the night of February 24, returned a verdict of manslaughter last night. The jurymen took but fifteen minutes to render their verdict. Peguillan and Meyer quarrcled over a woman and went into the street to fight it out. ‘Meyer, without warning, drew- a revolver and shot his antag- onist dead. His defense was that Pe- guillan tried to stab him with a knife and that he shot in self-defense. The case was tried before Judge Ceok, the case being submitted to the jury at 5 p. m. yesterday. 5. A R COMPELS BURGLAR TO GIVE LOOT HE HAD GATHERED Samta Rosa Saloon M Enters Resort Just in Time to Catch Thief at Werk. SANTA ROSA, June 14.—While a bur- glar was robbing the Enterprise saloon last night Thomas Gemetti, the propri- etor of the place, stepped in. He com- pelled the burglar to give up three boxes of cigars he had stolen and then attempted to hold him until the police arrived. TFhe burglar, however, when Gemetti blew a police whistle, took to his heels and escaped. The man is known te the police, and although he managed to get out of town his capture is but a question of a few days. i e vy Find Body of Man in River.
