LOAFERS TO GET DESERTS. e greatest difficuity that has yet eonfrunted us has been the distribu- tion of food and supplies at the various depots. We have found that in many instances the unworthy were receiving double and treble rations, while worthy gamilies who have lost all were in dire want because they could not bring themselves to stand in line with theloaf- ers who abused the charity extended to them. Today the committee has per- fected & system whereby those abuses wil] cease immediatelly and no family hereafter will be allowed to want for the necessities of life. With a view to centralizing the dis- tribution of food, clothing and other rticles of rellef, the executive com- | mittee of the Red Cross Soclety has| decided to turn over to the army all supplies that it will receive, and rec- ommends that all private supply com- es do the same. It was decided the placing under one head of| the distribution of necessities would both economize the service and pre- i fraudulent drawing of rations. With that end In view it is earnest- ly requested that all private relief committees from outside and local districts will turn over to Major C. A. REGISTRATION BUREAU. A central registration bureau has| been established in the Hamilton | School, 2001 Geary street, near Scott. There all applicants for relief will be| enrolled. The registration will also| be conducted at each of the relief sta- tions under the supervision of the central bureau. One card will be drawn up for each family or group of persons living to- gether. Each station will keep a set of registration cards covering all the families within its territory who a ply for relief. This set will be re- ferred to each time a food card is re- newed or other relief i{s granted, and on any occasion when it may be nec- essary to verify the right of a person to a food card or other rellef. To facilitate a uniform system of checking the issue of supplies, the Registration Bureau has prepared a| ten-day food card, which will be sup- plied to rellef stations as soon as such stations can arrange to use the new plan, The food card is simple in form and the requirements for its use so flexible as to meet the conditions in every station. It bears around the edge a row of numbers from 1 to 31, corresponding to the days of the month. When issuing it the station |/ officer will enter on it the station number, its own number in order of issue, and corresponding to the num- ber on the registration cards, and, in a conspicuous square near the top, in the middle, the number of rations (a ration is a day's supply for one adult person, children under 12 take a half ration each), necessary to supply the family. The food card will be kept in sight, placed in the hat band or pinned to the clothes while the person getting the supplies is at the serving station. The number of rations to be issued, as indicated on the card, will serve as a guide to the assistants who give out the supplies, suggesting to them how much food should be issued. When the rations are beilng issued the checking officer, before admitting the person to the space before the supply counters, will examine each food card, note whether it is drawn on| his station, dlso that the time for| which it was issued has not expired, ! and will cancel in the margin the number corresponding to the day of| | that the sum of $90,000 was pald out to | the men, who have been doing such , splendid work during the last ten days Two hundred thousand dollars in gold |and notes were transferred from the | City Hall and placed in the vaults of the bank. The teachers will be paid next Mon- day and in the meantime city officlals | and employes of the different branches of the municipal government can cash their warrants. There is still $5,600,000 in the vaults | at the City Hall. This will be removed /to the Western National Bank, where it is needed, as the Treasurer believes it is safe in its present repository. ——— Thank People of Oakland.
