April 4—The House today listened to a criticism of the Presjdent on the part of Fitzgerald of New York for the failure of the chief executive properly to advise the House as to the objections he had to the bill opening 505,000 acres of land for graz- ing purposes in Oklahoma Territory, in- stead of advising the members of the Indian affairs committee as to the weakness of the measure, so that it might be amended to meet the wishes of the Commissioner of Indian Affairs. PROPOSES THAT UNCLE SAM SHALL BUILD AN ISLAND ‘War Department Would Improve De- fenses of Chesapcake Bay to Protect Natlonal Capital. WASHINGTON, April 4.—The crea- tion of an artificial island in the middle of the entrance to the Chesapeake Bay ‘is propesed by the joint board on coast defense as an absolute essential to the defense of the national capital and the cities of Baltimore, Neorfolk, Newport News and even Richmond. The board has concluded that a fortress:should be erected to command the north side of the present main channel,.as well as the north channel, and the only proper site for this fortress would be on what are known as the middle grounds. The water is shoal. but there is no land above tide, agd therefore the Govern- ment must d¥mp stone into the bottom of the bay, as it did when it buiit the ripraps for the fort at the entrance of Hampton Roads, until a foundation is secured for the defenses.
