Sold by Venders. The relation of lee drgam to the small boy is at once an economic and a sanitary problem. From the economic point of view, it comcerns chiefly those who. dre responsible for financing the boy; but from the sanitary point of view, it con- cerns the publie at large, for no communi- ty can afford to be wasteful of its small boys. Before the ice cream season fairly opens and the familiar jingle of the vender .is again heard In city and suburban streets it 1s profitable to consider whether our local health authorities may not wisely imitate the example of the London County Council in defending the consumers of cheap ice cream against products tainted with deleterious substances or manfifac- tured under unsanitary conditions. A suc- cession of deaths clearly atributable to the ice cream bought at cheap shops or of street venders led to an investgation of the conditions under which the London product was made and sold. The results were startling and the existing by-law of the County Council, which went nominal- ly into effect last October, but is only just fully operative, was the fruit of the inquiry. - Lonhddn makers of or dealers in ice cream are now forbidden, under a sub- stantial pepalty, to make, sell or store their product In any cellar, shed or roam in which there is any inlet or opening to a drain, or which is used as a lving- room or sleeping-room. Sanitary Inspectors are authorized to enforce these restric- tions and to enter any premises where the manufacture or sale of ice cream is car- ried on. Moreover, every ice eream vend- er is required to have clearly marked upon his wagon the name and placé of business of the manufacturer of the ice cream which he sells. Under these wise regulations the London street gamin is Insured against the consumption of sweet- ened and frozen stuff, manufactured un- der. whatever nameless conditions and la- den with germs; and is given a product which {s comparatively harmless. More- over, as usually happens, the restriction: { ' whicht drive out the irresponsible at the same time promote real enterprise, and the London urchin to-day can buy for 3 cents of ocur money such an ice cream as Is beyond the wildest dream of the Boston small boy. The London penny ice is mads of pure milk and fresh eggs, blended as for custard, and frozen in pewter ves- seis. Instead of the dirty glass or the bit of paper in which it was once served, it 1s now offered in a cup-shaped receptacle of eatable wafer biscuit. This last is caught into a tin funnel, to be held while it 1s being filled with the ice itself, and & lever pushes it for the customer to make room for his own fingers, so that the ven- der does not touch it at all. Surely it ought not to be impossible to introduce reforms like these in Boston and the suburban citles. A very slight inves- tigation of the conditions under which cheap ice cream is now made and sold would show the need of improvement: and it is not too late to make regulation as to the purity and cleanliness operative for the present season.—Boston Tran- script. —_——————— Britain as a Rich Heritage.
