North received yesterday from Washing- ton a copy of the bill passed by Con= gress on March 3 putting additional re- straints upon immigration. The laws, which will go into effect in ninety days, are especially noteworthy owing to the strict measures providing agalnst the landing and naturalization of anarchists and all radicals whése creed is the torch and bomb. The law is minute in its specification of | who constitutes the objectionable class of | disturbers inveighed against. It says: | ‘That no person who disbelleves in or who is opposed to all organized government, or who | i6 a member of or affiliated with any organi- zation entertaining or teaching such disbeilet in or opposition to all organized government, | or who advocates or teaches the duty, neces- | sity or propriety of the unlawful assaulting | or killing of any officer or officers specific individuals or of officers gen y | Government of the United States, or other or- ganized government, because of his or their | officlal character, shall be permitted to enter | the United States or any territory or place subject to the jurisdiction thereof.
