The gauge here to-night shows 18.5 feet, & rise of .1 in the past twelve hours. This stage Is just one foot below the high water record and every precaution is being taken to prevent serious gamage and to prepare for emergencies. All the levee lines are being inspected and large forces of men are at work day and night to strengthen weak places and guard the | banks by night and day. Thaugh all the authorities admit that a record stage is probable they maintain that the levee sys- tem is higher and stronger than ever be- fore and that the banks are prepared to withstand the extra strain. NATCHEZ, Miss.,, March 11L.—A report reached here to-day that the Texas Pa- cific Railroad embankment at Bouger: about thirty-five miles south of Vidalia, had broken, but Sheriff Gillespie of that parish could not verify the report. This embankment is fifteen feet high, or three feet higher than the high water stage of 1897, and is a new levee. Its average base is 100 feet through. Officers on the mail steamer Betsy Ann are authority for the statement that the frame bulldings ia the lowlands have been washed away. Resi- dences have been torn from their founda- tlons and some have been caught and held by the trees. The owners and occupants | were glad to escape with their lives. Declares Waiver of Rights to Brazil Violates Terms of Contract. WASHINGTON, March 11.—Senor Gua- chilla, the Bollvian Minister, has written to the Bolivian syndicate, made up of capitalists of New York and London apd also known as the Anglo-American syndi- cate, stating that he has been informed that the syndicate has accepted arf in- demnity of $70,000 from Brazil for its rights in the Acre territory, now in dis- pute between Brazil'and Bolivia, and Bro- testing vigorously against such action by the syndicate. The Minister said to-night that the taking of this indemnity by the syndicate is regarded as a waiver of ity rights to exploit the territory of Acre, now in dispute between Brazil and Bo- livia, and that Bolivia feared Brasil would use the rights . obtained through the purchase of the concession to sup- port her claim to the 90,000 square miles of territory comprised in the Acre regu- lations. Bolivia claims that the syndi- cate is absolutely without authority to take this action and that it is a viela- tion of the provisions of the contract un- der which the syndicate obtained the con- cession, transfers of the concession to foreign states or governments being, he said, prohibited. When he learned that the syndicate was contemplating the transfer of the concession, Senor Guachilla says, he pro- tested against it in the name of Bolivia and suggested arbitration, but his propo- sition was disregarded and the Brazilian proposition accepted.
