In round figures $12,000,000 is allotted for the support of the State government during the next two years. The general fund in the bill amounts to 5,200,772, the sinking fund aggregates $282870 and the school fund $5,235,968. These amounts, with the incidentals at- tached to each fund, will bring the total appropriation up to about $12,000,00, which is about $300,000 more than previously re- quired. The bill has been carefully prepared by the committee after consultation with Governor Pardee and Secretary Mellick of the State Board of Examiners, and it is generally believed here that there will be but little opposition to its passage as it stands. The depleted condition of the State treasury, owing to the extrava- gances of the Gage regime, have made it necessary to do some close figuring. The amounts provided for in the bill create a tax rate of 50 cents, but when the special appropriations are taken into consideration that rate will be raised about 15 cents, so that it is generally believed the State tax will be fully 65 cents on the $100. The appropriation for the payment of the State's share of the salaries of the Superior Judgés has been raised from $319,175 to $333,500, thus making it possible to give San Francisco three additional Judges if the bill now pending in the Legislature meets the approval of the Governor. The most noticeable cut made in any of the appropriations is in the allowance for the support of the penitentiary at San Quentin. The committee allows $50,000 for support and maintenance instead of $100,- The amount allowed same. No change was made in the ap- propriation for Folsom. There has been a general increase for the support of State institutions., Stockton Insane Asylum is allowed $223914 for sup- port against $210,900 last session, and $212,- 172 for hire against $195,000 last session. The other appropriations for asylums arée Napa, $231,691 for maintenance and $210,- 915 for help; Agnews, $173,426 maintenance, $147,406 help; Mendocino, $129,357 mainten- ance, $99,673 help; Southern California, $178,470 maintenance, $110,586 help; Berkeley Blind Asylum, $1,90 maintenance, $85,000 help.
