New Plan Is Adopted by the Detectives to Stop Crime. Rbao g o Last night the entire detective force was notified by Captain Martin to keep a sharp watch for ex-convicts and known crooks. The sleuths were instructed ‘to arrest these men on sight and to bring them to the Central Police Station, where they will be exhibited to the police offi- cers patrolling beats throughout the city and detained whenever they are found in | a neighborhood where a crime has been ccmmitted. g The great number of crimes committed recently has aroused the Police Depart- ment to vigorous action. Only last night | the captain of detectives received word | from Santa Rosa that a notorious ex- convict, Fred Burrell, alias Fred Earl, had just been captured in Sacramento | and would be taken to Santa Rosa on a charge of gra larceny. The capture | was made by SReriff Frank Grace of So- noma County. Captain Martin will en- deavor to have the man brought to this city for trial for a robbery committed in | the home of Mrs. 8. C. Paynter at 733 Turk street last Tuesday night. Burrell and a woman rented a room in Mrs. | Paynter’s house two weeks ago and final- ly disappeared with §1000 worth of jewelry and other valuables. They represented themselves as husband and wife and had no difficulty in tricking their victims. The police have come to the conclusion | that a majority of the recent crimes have | been committed by ex-convicts. Within the past two months numerous hold- | ups, burglaries and robberies have been | complained of and the detectives have | been scouring the city for the culprits. Several arrests have been made and in- varlably an ex-convict has been caught in the toils. Captain Martin now thinks | that by detaining in prison these men of | crime and keeping them under surveil- lance some of the offenders may be brought to justice. v | ‘Putnam Was Exonerated. Rodney Putnam, a purchasing agent from Petaluma, appeared before Police Judge Mogan yesterday on a charge of kaving lottery tickets in an. possession. He explained tbat he got a package from a cigar dealer In Petaluma to deliver to | the Thomas Company, Starr-King build- | ing, Geary street. He took the package there Thursday and when the door was | opened two men were standing outside and the Thomas Company refused to take the package. The two men arrested him, as the package contained lottery tickets. The two men were Policemen Bunner and | | Rellly.
