From 1883-88 and again in 1889-90 he was editorial writer on the Minneapolis Tribune. During 1388-89 he studied in Burope. In 1891 he established the American Monthly Review of Reviews, of Which he has since been editor. He is a membér of many learned so- cieties. Among his published writings are: “Iearta: a Chapter in the History of Commu: {sm,” 1884; ‘Local Government in Illinois. 1883; ‘“Co-operation in the Northwest,” 1388: “Municipal Government in _Continental Eu- | rope,”* 1895.
