The lax method of bookkeeping in the commissary department is shown by the publication to-day of a bill of L. Lebenbaum & Co., grocers of this city. The bill is written on a bill form of the firm, the writing being in the hand of & convict. These bill forms were obtained from Lebenbaum & Co. by Commissary Fo- ley. It was a habit of Foley to call upon the firms supplying goods to the prison and complain that contract and non-contract goods had been charged up on one bill. Foley would complain that he could not keep his accounts in proper order and would ask for new bills to be made out. He would always say that he only had a few minutes to catch a fer- ryboat and for the clerks to hurry up with the work. BILLHEADS SECURED. When Foley was told that it was im- possible to make out new bills in the time he would ask for blank bill forms, saying that he would make out the copies himself at San Quentin. In this tricky manner Foley 'secured blank bili forms from many firms in this city and San Rafael. The bill forms were utilized to have forged ac- counts written by conviets.
