HERIFF MANSFIELD of San Mateo County came to the city yesterday morning to search for the two bicyclists who ran down and caused the death of Timo- thy Guy Phelps at San Carlos on Decoration day. He gave a descrip- tion of the two young men to Chief Lees and the Chief prepared circulars to be sent throughout the State. He was saved further trouble, as the two young men, accompanied by another bicyclist, who was with them at the time, called at the City Hall and surrendered themselves to Detec- tives Ryan and O'Dea. They are Frank Sampson, & typefounder living at 143% Bernard street, and Thomas Jones, a butcher living at 1619 Folsom street. The one who accompanied them was Fred Kennett, an Instru- ment-maker living at 38 Bllyer street, The three were detained In prison pending thelr removal to Ban Mateo by the Bheriff, They sald that they were unaware of the identity of the man they ran over or that he‘had re- celved serious injury till they saw an account of it and Mr. Phelps’ picture in Sunday's papers. They then talked it over and decided to surrender them- selves. Thelr story of the accident is as fol- lows: They left the city about 5:30 o'clock on the morning of Decoration day to ride to Glenwood Park. Samp- son and Jones rode tandem and Ken- nett a wheel. When they reached San Carlos they saw an old gentleman in front of them carrying a spade over his ghoulder, a hammer and a tin con- talning nails in his hand. Before the; overtook him a milk wagon coming to- ward them had about reached him and he walked across, as if to hail the driver of the wagon. Kennett was about fifteen feet ahead of Sampson and Jones, and as he passed the old gentleman he shouted to him to look out, but he did not seem to take any notice and stepped right in front of the tandem. The wheel struck him on the legs and knocked him down. Sampson and Jones were thrown from . the wheel and the handle bars of the wheel were wrenched. Kennett re- turned and assisted Sampson and Jones to raise Mr. Phelps to his feet, who complained of being jarred about the head. Before raising him up he sald to them, “Wait a minute; let me stt. here,” and then fell back. They brushed the dust from his clothes and he wanted to walk away, but the driv- er of the milk wagon made him climb into the wagon and drove him home. They asked the driver who the old gentleman was and he answered “T. G. Phelps,” but they did not know who Mr. Phelps was. After fixing up the machine they rode on to Los Gatos and back to the city.
