The County Committees to Determine Whether There Will Be Sepa- rate Primaries and Delegates. Oakland Office San Francisco Call, 908 Broadway, July 27. The convention of the Republican Third Congressional District will be held in this city Saturday morning, August 20, at 11 o’clock. This was declded upon by the Congressional committee this forenoon at thelr meeting held in the office of Robert Edgar, 969 Broadway. The com- mittee consists of the following named gentlemen: At large—W. H. Friend. Forty-sixth Assembly District—George Oakes. Forty-seventh—T. W. Lydecker. Forty-eighth—C. L. Ingler. Forty-ninth—W. W. Morrison. Fiftieth—J. E. Farnum. Fifty-first—Robert Edgar. Glenn County—J. K. Kendricks. Solano County—J. J. Luchsinger. Contra Costa County—W. A. Hall. Colusa County—J. W. Browning. Yolo County—E. H. Archer. Lake County—W. B. Collier. They were slow in getting together. Mr. Edgar held the proxy of W. A. Hall of Contra Costa County and Mr. Friend that of J. W. Browning of Colusa. The absentees were T. W. Lydecker of the Forty-seventh and C. L. Ingler of the Forty-ei, mbly Districts and W. B. Collier of Lake County. The room con- tained many politicians, who dropped in to see what action would be taken. Among them were Messrs. A. E. Bolton, William Nat Friend, Emil Nusbaumer, W. H. Henshaw, F. C. Clift, W. W. Cam- ron, Willlam Moller, W. H. H. Hussey, G. D, Metcalf, R. J. Boyer, T. T. Dargie, Charles Mautalen, G. A. Rudolph, C. H. Miller, Paul Schaeffer and Frank Arm- strong. Chairman Friend stated that the com- mittee had been called together in re- sponse to the action of the Republican State Central Committee, and Secretary Edgar read the proceedings of the State Committee relative to the action of the Congressional Committee and its powers. Mr. Friend announced that the only thing to be done was the f#xing of the time and nlace for the convention and | the apportionment of delegates. MISS HAINES NOT MURDERED The Autopsy Disclosed No Trace of Poison. SUSPICION NOW AT REST THE WOMAN’S DEATH DUE TO NATURAL CAUSES. Charges of Underhand Work Made During Excitement Are Retract- ed and the Trouble Is Over. BERKELEY, July 27.—Mrs. D. Allison, whose name was seriously implicated by rumors regarding the poisoning of Miss Mabel Haines, is now entirely free from the grave charge indirectly preferred against her by the mother of the unfortu- nate girl. Mr. Allison as soon as he found that Mrs. Haines harbored suspi- cions concerning his wife's action insisted upon & post-mortem examina- tion. This Coroner Baldwin granted and ordered the autopsy to be held this morn- ing. As a result the accusations made last night are proved to be totally un- founded. Drs. Payne, Rowell and Gladding, who conducted the examination at 10:30 o’clock this morning, were at first disposed to in- cline toward the theory that carbolic acid had been taken, as the color and condi- tion of the dead girl's lips seemed to show unmistakable evidence of the use of the acid. But a thorough investigation falled to disclose any traces whatever of car- bolic acid or any other poison. This con- clusfon was reached by the physicians shortly before noon, and was submitted to the Coroner’s inquest, held this even- ing. The apparent mystery surrounding Miss Halnes’ sudden death, and the fact that it was at first associated with the murder of Edgar Halsey by Stacey Rodgers some months ago, Is accordingly all cleared up. The Halsey affair did not occur at the house in which Miss Haines aied but at her brother’s residence, some blocks away. The shooting in that case was over the domestic employed at the house, and did not concern any memoer of the Haines family. Dr. Allen's ground for slgn'i‘f the cer- tificate of the death of Miss Haines was confirmed by the doctors who conducted the post mortem examination this morn- ing. The new Populist County Central Com- mittee will meet in Judge Clift’s court room to-morrow evening for the pur- poses of permanently organizing and transacting such other business as may be brought up for consideration. There promises to be a warm time over the chalrmanship. D. T. Fowler is tem- porary chairman and at the time he was selected he was in favor of coalition; he said that it would be suicidal to put up an independent ticket, and made compli- mentary references to Judge Maguire. He also participated In the famous caucus at Sacramento. Since his nomination by the bolters for Shanahan’s running mate, he, has taken a natural turn of mind, and the out-and-out Maguire ‘“Pops’’ are anx- jous to see F. J. Gregory elected per- manent chairman. Gregory has no hesitancy in declaring that he would be justified, under the cir- cumstances, in accepting the chairman- ship. “My election would be a vindication of my position,” sald Mr. Gregory to a Call reporter to-day, “and a fitting rebuke to such men as Bretz, who are not in har- mony with the best interests of the party. Most assuredly, I look for a harmonious meeting. The bolters cannot get control of the committee, and, of course, the cannot consistently remain in our camp.’’ The bolters will make every effort to capture the chairmanship for J. C. Hstey. “If we have the majority Estey will be our man,” said ex-Assemblyman Bretz, “but if the Buckley push and ‘Mollle Maguires’ hold the majority, Gregory will get it. SPANISH TRANSPORTS SAIL FOR SANTIAGO Embarkation of Prisoners for Home Is Expected to Begin in a Few Days. WASHINGTON, July 27.—It is ex- pected that the embarkation of the Spanish prisoners will begin very soon. The Alicante sailed yesterday from Martinique and the hospital ship San Augustine sailed to-day. The Isla Luzon and the Isla Panaya sailed from Cadiz to-day for Santiago. The Leon XIII, the Salrustigen, the Cavo- donja and the Colon, all at Cadiz, are expected to sail very soon. The capac- ity of these several ships is 14,830 men.
