'§ City Attorney Dow has supplied the Council with a written opinien in which he states that the districiing of a city for the purpose of regulating the ama t of liquor license to b2 paid within each dis- trict is legal, and has already been passed upon by several Supreme Courts, The ordinance was in roduced by Coun- cilman Brosnahan, and its purpose is to require merchants doing business in the beart of town to pay a much larger !icense than saloon-keepers in the suburbs. It aroused great opposition on the part of the liquor-dealers, e-pecially as it in- cluded some clauses by which heavy penalties were provided for infraction. Should it be passed the provision requir- ing that no saloons shall be located within 6.0 feet of any school or church will re- quire the removal of many existing sa- loons. There will be, however, much cpposi- tion ty the measure from some memb- rs of the City Council. The grading of Ii- censes is not ccceptable to severa, mem- bers, for it will have a ten .ency to in- crease the number of saloons in resident districts, where iicen<e is lowest.
