Bellingall, customs brpker, has addressed another letter to Colonel Jack- son, Collector of Customs, asking that the Collector refer to the Secretary of the Treasury Bellingall’s contention that the Secretary had acted illegaily and without authority when he appointed an inspector of teas or an examiner of teas for the port of San Francisco. ; The Collector has addressed a diplo- matic note to Broker Bellingall Inti- mating that the Collector haa no doubt whatever that the Secretary of the Treas- ury knew what he was doing when he made the appointment, and that it would therefore be a work of supererogation and of several other many-syllabled words for him to ask the Secretarv of the Treasury whether that exalted official was sure he was right before he went ahead with the appointment.
