NOTES FOR THE NATIONAL GUARD Drilling the Cadets With Riflss That Are too Heavy for Them. Some of the Local Ccmpanies Do Not Make a Good Showing at Inspection. A Napa Company Is Complimented by the Inspector—What the Signal Corps, Third Brigade, Is Doing. Last week a National Guardsman asked about the proposed changes and reforms that the division commander had spoken of when be assumed command. Asan- rounced yesterday, the first of these &p- pears to be the vacat.on of the quarters in tbe old building on Sansome street and moving into the Baldwin Hotel. This will be a far more central location, and it may be the means of bringing the rank of the guard more in fouch with the mejor- goneral. As yet no choice has been made by the First or Filth Infantry as to & site for holding the regimentsl encampment. Officers of each regiment have been out looking for a suitable place. The exhibition drill by the High School Cadets last Saturday night proved the absu-d- ity of arming youths with the same character of arms that are used by the adult members of other companies of the First Regiment of Infantry, Second Brigade, to which the cadets are attached, The littie fellows drilled for more than an hour with rifies that weigh nine pounds each, and before they were half through the many jnaneuvers U w put through it was evident that tne arms they were using wero _altogether 100 beavy for them. There are nnder the con- trol of the War Department of the United States stecks of what 18 known as the ‘‘cadet " such as have been furnisted to the company at the University of California st Berkeley. ~They weigh about half of those used last Saturday night and are just as scrviceable. As to accuracy for targei prac- tice it is asserted that they are superior to the big guns. If some superior officer of the First Regiment would interest himself in_benali of the cadets he could without trouble secure cadet rifies for the high school boys. The Second Brigade. During the past week several of the com- panies of the First Regiment Infantry have been inspected. A mejority of the companies made & fairly good showing as to number: but the inspection as far as it has gone shows that there has been & falling off In the nu- merical strength of several of the companies, and if this continuesin the same ratio as il Das since the previous inspection some of the captains will have to be notified that unless they recruit up to the minimum strength their companies will be mustered out. Companies C and G will be inspected at the Ellisstreet armory this evening, aad_to-mor- Tow night Companies F and K_will be in- spected. The inspection of tho Signal Corps will take piace on Thursday evening next. Troop A, Captain Jenks commsuding, has been adding & number of new men 10 its ranks of late. NAPA, CAL., May 10.—The annual muster and inspection of Company H, Fiith Regiment Infantry, was held last Monday evening in ihe y outh Main street. Tae in- spection was conducted by Major Charles Jan- ser: of San Francisco, the brigade inspector. Colonel D. B. Fairpanks and Cabtain Maclay of Petaluma and Ca F. L. Carrington, U. S, A., were also present. _ Afier the inspec- tion the company was put through the manual of arms and military movements by Captain ¥. W. Bush ava Lieutenant H. L. Gunn. Uhder the direction of Major Jansen, Sergeants R. W. McKnight and W. W. Mugford and Corporal F. W. Roberts drilled the company in a very creditable manner. The officers expressed themselves as well pleased with the showing made by the com- Major Jansen said to the officers: should take greatpride in your company and the armory in which you drill. You have the best armory in the regiment and, as far as 1 know, the best company ermory in the Btate.” Capiain Carrington, who has attended pre- vious inspections of the company, was much pleased with the company’s quariers. Colo- nel Fairbanks and Capwain Maclay compil- mented the men on their appearance. Colonel Fairbanks commands the regiment to which Compeny H belongs. Nspa takes a lively interest in tiie welfare of her soldier boys as shown by the large num- berof peopie who atiended the inspection, Regular drills are held on Monday evenings. MCKNIGHT. Signal Corps. Third Brigade. SACRAMENTO, CAL, May 15.—The Signal Corps, Third Brigade, 'is actively engeged in preparation for the annual” inspiction, which ‘I.k;; place on the evening of Tuesday, the 8th. Lieutenant-Colonel T.J. Hay, who will act &s inspecting officer. has highly complimented the corps on its efforts in the way of helio- graphic work, and has signified his desire to see the boys at work with the heliograph. Lieutenant Martin has, therefore, detailed & squad 10 g0 to Auburn 0a Saturday evening to “op2n” on the Capitol on Sunday morning and has communicated with Colones Hay, request- ing his presence. Last Sunday morning was spent in helio- graph drill, setting up and adjusting single and double glasses. The boys are now discussing a suitable locs- tion for summer encampment, and should the plan of distributing the three corps through- out the State be not carried out, it is likely that eitber Lake Tahoe or Summit- Soda 8prings will be decided upon. Should Troop {8 hare a field day on Sun- day and Monday, the 30th and 31st, there is a possibility of the corps joining tnem. Tne.corps is rapid.y filling up to its quota of twenty-one men, three new members heving been received last week, one of whom was formerly 8 member of the organization. SPRIIG SHONERS FELL Soaked Before They Could Get Home. The Rain Was Receiv:d With Satis. faction and Disgust by the Farming Community. Alexander McAdie of the Weather Bureau gave the people warning early yesterday morning that during the day there might be local showers. The people heeded not the warning, but wert fortn in the morning attired in silks, laces and gay Easter bonnets, plug hats and thin thoes. In the afternoon they returned with ruined garments, soppy head-gear and soaked feet, for which they unjustly blamed the weather prophet. The rain began to fall between 4 and 5 o’clock in the afternoon, and the down- pour held on nearly all night. Those who went into the country to picnics and upon pleasure bent returned wet to the skin, for none were prepared for a shower. The downpour was by no means local, for the moist area extended all over the southern part of the northern half of the State and even into the southern part. This was caused by the pressure of high temperature hanging over the Pacific. In many parts of the State the rain will be a benefit to the erowing crops, but in other parts the effect will be otherwise. /Cher- ries, strawberries and similar ‘zarden trock™ Just beginning to ripen will be in- jured, but to what extent is not yet known. To the late fruits it can dono injury, but is more likely to be well re- ceived by the orchardisis. In some sec- tions the standing grain has been ‘odged” by southerly winds.
