At the lastannual meeting of the Cham- ber of Commerce the question was raised and widely discussed of the delay in the distribution of the China mails aiter they reach this port. Complaint was made by Horace Davis that in several cases delays of thirty hours were shown and, in one particular instance, & delay of forty-seven bours. Accordingly Postmaster Frank McCop- pin was communicated with by Captain Merry in regard to the dilatory transmis- sion of the mails and the long quarantine in which they were placed. In reply, the following cummunicaiion was received yesterday SAN FRANCISCO, Cal., April 22, 1897, Hon. Wiiliam L. Merry, Sceretary and Treas- wrer of the Chamber of Commerce of San Fran- cisco—DEAR SIE: 1 be: to ackaowledge receipt of your letter of the 22d inst. in_behalf of the Chamber of Commerce, with which you were pleased to_transmil to' me a communica:ion irom the Sperry Flour Company of this City, complaining of the delsyed delivers of Asiatic mails. In reply thereto I would state that the facts, as outlined by Hon. Horace Davisof the Sperry Flour Company, sre in the main correct. The responsibility 10r this state of things doés not, however, rest with the postal service. Mr. Davis cailed at tnis office & few days since rela- tive to this matter, and wes furnished witn a full statement of the cireumstances giving rise to the delays complained of. The matter is one which rests entirely with the quarantine authorit With a view to expediting the delivery of these mails 1 have veen in constant corre- spondence with both the quarautine officials and the sieamship companies since tne Asiatic ports were dcclared infected by the Board of Health of this City. I have gone even further than my duty as a Postoffice offi- cial requires by placicg two of my own men at the quarantine saiiou o receive the mails and hasten (heir passage through the disin- lecting process. The regulations of the Federal quarantine require thet meils shsll remain in the tanks about sixieen hours.
