14 THE SAN FRANCISCO CALL, WEDNESDAY, FEBRUARY 3, 1897. VERY BIG MONEY ON SMALL JOBS The Grand Jury Looking| Upon the Cily and County | Hospital. | Dr. Stahle Exnlains About That; Rich, Costly Velvet Carpet. The Attempted Bribery cf Dr. Dedge by Milkman Frank Marty Also Inquired Into. The Grand Jury wes occupied all day yesterday with an inquiry into the at- tempt on the part of Milkman Frank Marly to bribe Supervisor Washington Todyge in bis effort to secure a renewal of | his contract to deliver milk to the City and Countr Hospital, and also into the | alleged misnanagement or misappropria- | tion of funds at the City and County Hos- | pital. [ Dr. Dodge himself told how Marty ap- | prosched him in the matter declaring he would give $1000 tor the contract. | Captain Reddy, superintendent of the | Aimshouse, and Colonel McClune. the | bookkeeper, also told how Marty offered them money without any consideration | on different occasions while delivering milk there under the old contract, which money they refused to accept The jurv will continue the at the next sitting. In the other mattera great numboffof witnesses were called, among them Dr. | Hart, chairman of the hospital committes of the Board of Fealth, ex-Superintendent | Stahle, Steward Edmonds and ex-Steward Robinson and his son, formerly assistant | steward, and Apothecary Hizkman. The inquiry developed the fact that there bad been at least ridiculous mis management, with indications of worse. The testimony of ex-Steward Robinson | went to show that not ezough money was ailowed the hospital to carry it on pro erly, and that in the fnce of this fact work | was undertaken caliing for many times the sum in hand. In this way, he said, | mnoney was frittered away. The sewerage of the hospital was stmply an invitation to disease, he said. He had tried to make i investigation | some improvement in certain of the drains and taken a fever in contequence tkat luid him up for months. He said that in lay inz the new drains the old arains had been allowed to remain and_were a nuisanco t the heaith of the people about the hosp fal who were not already sick. He said that the hospital was a bankrupt affair; that the beds and bedding were old an dilapidated, and that no appropriation | that could be obtained on the scors of re- s could put the institution in order. Dr. Hart testified to much the same Sieward Edmonds told how big money | had been spent on small jobs. Dr. Stahle was asked about that velvet carpet which was bought out of the hos- I fund and down in his own use. He said that when he took the perintendency he calied for a new ca pet for the cffice, as the one on the floor was very shabb: The Snvervisors said there was no money and Dr. Stahle took a carpet out of his 6wn house and put it down in the office. When he went out of flice he would not take the carpet which ad been in the public service so long and the Supervisors allowed him to buy a new carpet for Lis house to take the place of the other. The whole matter was referred to a committee for a thorough investigation | and special report. —_— GRIFFIN’S PARTIAL REPORT| Specialiy Prepared for | Jury—Further Disclosures. i W. D. Griffin, the expert accountant of | the Board of Health, has submitted a par- tial report of his investigation of the ac- counts of the City and County Hospital the Grand | to Dr. Henry H. Hart, chairman of the Hospital Committee. This report already been examined by the Grand Jur and Mr. Griffin himself gave evidence be- that body in the san erday afternoon. Other witnesses | who testified yesterday were Officer J. W. Buttersorth, who has been specially de- ed by the Chief of Police to assist the | Health Department in its investigations, | and Paul Edwards, the newly appointed hospital steward. Mr. Griffin's disclosures ion of the facts already publisbed, und may, therefore, be left 1o tpeak for themselves. The report is as follows: Henry H. Hart, ). D.. Chairman Hospital Com: mittee, Board of Heath, San Framcisco, Cal. DEAR’ £1R: 1 nave the hoanor 10submit for | your consideration the foilowing partial re- port of my . investigation of the accounts of the City and County Hospital to dnte Special repair fund sappropriation—James J.: F.ynn, kalsomining November 28, 1896, | $480; December 4. 1896, $325; December 18, 1896, $£470, Total $1275. It was understood that the annexes and | anterooms of the different wards were to be included in this work, but on investigation the foliowing were found to have been | omitied: Ward A, water closet; ward B, pantry and office; ward C, pantry, office and bat room; werd D, pantry, office, bathroom, sin rToom ' and water-cioset; ward E, pantry, sink- Toom, bathroom snd 'water-closet; ward office, first nursery and two anterooms; ward G, office, pantry. bathroom, sinkroom and | water-cioset; wards H, J, K, L,M, N, offic pantry, bethToom, sinkroom and water-close ward C, pantry, operating-room, sinkroom, bathroom and water-close: | Operating-rcoms 1 and 2—With the excep- | tion of the vestibu es no work was done ia these rooms. | Many of the bathrooms, Wnter-:lom‘! sink- and pantries are in very poo: coundi- the wells and ceiling stained with leak- | age, the plaster broken off and the kalsomine | fore me connection are an swplific scaling. | The bill of John J. Mulereavy for concrete | work is also in error. On actual measure- ments taken of the work performed the fol- lowing overcharges are located: Storeroom, charged for 24x24. should be 24x19:8; over: charge 104 quare feet. Vegetable-room, | cnarged for 27x27, should be 17x17; over- | charge 440 rquire feet. Buicher-shop, | 28x17, should 28x17. Pussegeway: charged for 9x50. should be 9x46, overcharge 36 square ieet; 15x10, should be 6x11, over- charge 84 square feel; 12115, should be 12x | 15. Total overcnarges 664 square 1eet, at 18.8 cents, $124 83. | This same party renders his bill for concrete work in water-closets in the sum of $195 which ut the rate p-r 00t charged by him in | the above mentioned bill, would be the | equivalent of 1038 square feet. The actual | measurement of this work, however, is as foliows: Ward A buthroom’ and sinkroom, 12x12; water-closet 12x12; ward B, water- closet, 12x12; bathroom and sinkroom, 12x12; muking & toial of 576 square feel. an ove charge of 462 squnre ieet at 188 cents, $86 5. The churge of 18.8 cents per square 100t for this wotk is, in my opinion, excrbitant, and snou’d not have been more than 10 cents per equare foot. which, I sm informed, would be avery liberal figure. Biil of Timothy Flynn for “lathing and plastering _wall, ~ hall, corridors aud sp- proaches,” $265." Under the gnidance of the | Tesident physician, Dr. . W. Dudley, and ac- comranied by Officer johin W. Butterworth, special detail to the Health Department, 1 d every ward and department of the spital, with the exception of the murses’ quariers and the sleepine-rooms in_the execu- tve buiiding, and as to these I made inquiries of the superintendentof nurses, Miss Fatton, and the matron, Mrs. Black, regarding any Tep irs having been perrormed. There is no ence whatever of any lathing beving been done, and the only plustering which ap- pears to have been repaired withina great ! ume is as follows: Ward B, cioset, about 2x5 ard C, closet, about 214 square yard siukroom, about 2 square feet; ward D, ceiling, about 2 square feer. Forthermore. I inquired of Dr. Dudley, who makes frequent visits daily throughout the entire hospitsl, 5 to &Ny WOrk of a similar na- ture having been performed, and was informed by him that there was noge, for if there had been it would surely havebeen noticed by nim. Tne different nurses in charge of the wards were 8is0 interrogated, with the same resuli. Bill of James Duffy & Co., October 19, 1896 (changed 1o read December 1,1896), for two body Brussels carpets, 77 yards at 12 $96 25; 85 vards lining st 735 cents, §6 35; oial, $102 60. i On'invesigation I learned from Mr. Jour- dsn, manager for James Dufty & Co.. that Dr. tanile presented the order jor the carpets and, not beine sausfied with the stock on band there, was given an order on one of the whole- sale carvet houses for such carpet as he de- sired; that he so received the goods and had some’laid in his own private residence on McAllister sireet. Mr. Jourdan informs me thathesaw Dr.Stanie last Snnday, the 24th inst, in reference (0 my viut 0 him in search of this information, and wes told by Dr. Stable that he had received tbe perm sion and approval of the | oard of Hea:th and the chairman of the Hospitsl Committee of the Jate Board of Supervisors for this pur- chase, and that it was {n exchange for ceriain carvets that he haa brought with him to the hospital and nad left there after his removal therefrom. I i informed that the carpets turnished were velvet and not body Brusseis. The resuits of investigations now under wey will be submitiea to you in due course. Respectfuliy. W. D. GRIFFIN, Expert Accountant. TROUBLE COMES DOUBLY. Health Inspector Dockery’s Father and Brother Both Dangerous Il Health Inspector Dockery is meeting with a series of misfortunes which have awakened the sympathy of all the officials at the new City Hall. Some time ago Mr. Dockery’s father fell seriously ill and he bas been considered to be in a critical con- diiion for some time. Mr. Dockery has passed ail the time he could spare from his official duties with his father. Re- cently tie communicated with another son, his brother. Rev, Father Dockery of New Orleans. The last named gentleman ielt as deeply as the Heai'h Inspector and jourreyed all the way from New Orleans 10 this Cily that he might be near his parent’s bedside. Rev. Father Dockery had hardly arrived in the City when he also jell sick. It soon became apparent that he, too, was Seri- ously ill. Late iast week the Rev. Father Dockery went to the German Hospital, where an extremeiy painful operation was performed on him. Yesterday he was considered 10 be dangerously sick. Mr. Dockery is thus doubly distressed. His father does not know of the danger- ous iliness of his «on, Rev. rather Dockery. LOUGHBOROUGH'S WILL, An Instrument Which the Law- yer Drew Up and Wrote Himself. The Writer Had Conducted a Great Many Estates Through the Prcbats Courts of This City. Attorney Alexander D. Keyes yesterday filed for probate the will of the late A. H. Lou :hboroug The will is written by the deceased. and dated by him, thus filling the require- ments of a valid holographic witl, and in addition the signature is wiinessed by two friends. Considerable interest has been felt in | the matter of the form of Mr. Lough- borough's will, for the reason that during his lifetime he devoted a great deal of at- tention to probate legislation, and had much cxperience in the matter of tesia- mentary disposition of property. For tuese reasons the full text of the will is here given: in the name of God, amen: signed, Alexander H. Loughborough, of the City and Couuly of San Franciseo, State of California, do hereby make my iast will as fotlows: Igive, devite and bequeath all the property that I niay own at the time of my death unto my beloved wife, Muriaana Z. Loughborough, aud 1appoint her so.e exec and direct that no security be required of her. In case she snouid notsurvive me, then I give, devise aud bequeath to my niece, Mary Zaué, $5000, 10 my i sece, Bessie Zune, $5000, xud (0 10y nephew, Eddie Zane, §2500, and (0 my beloved children ail the rest, residue and remainder of my property, and appoint my sou, Alexander Z. Loughborou this wili_and direct that Do security be re- quired of him. Ideciare this to be my will fn_the presence of ihe subseriving wituesses, whom I have re- quested to subscribe taeir names as witnesses, und I declare that this will is entirely written and dated and signed by me at said City and County this thirty-first day of March, in toe ear of our Lord one thousand eight hundred and ninety-two ALEXANDER H. LOUGHBOROUGH. Witnesses—C. . Hutcn, Alexander D. Keyes. Tnere was a suggestion on the part of some lawyers who read the will that it would be held invalid in theeventof a contest, because under its provisions no share of the estate 13 bequeathed to the cbildren of the deceased. FKuriber con- sideration, however, led to the belief ihat this apparent defect was cured by the later clauses, which provided jor the residue going to the children, vrovided Mr. Loughborough had survived his wi.e. Ihis recognition is keld to be sufficient, as onits face the will shows thai the testa- tor was not unmindful of the welfare of bis offspring. Mrs. Marianna Zane-Loughborough, who as exccutrix offers the will for probaie, declares that the value of the estate is at present unknown to her,and that his only heirs at law are the ietitioner and his" sons, Alexander Z. and George A. Loughborough, and his dau hters, Fran- ces and Josephine Loughborough. Those fumiliar with Mr. Loughborough’s affairs think that his es ate will not net over $60,000. He had a tucrative business asa practicing attorney, but was not t.e kind to hoard his gains. He was libera. in all his relations of life, and particu- larly in bis family. The interest of the Loughborough fam- ily in the Keyes building is the separate property of Mrs. Loughborough, who comes from the illustrious Zane amily, for whom Zauesvilie, Onio, was named. Mr. Loughborough’s esiate wili be con- fined to his home and the book accounts in his law business. h, executor of | 1, the under- | tr x of this wili | | | Db to amsist | forred NOTICE OF MEETINGS. Judge Slack yesterday banded down a decision in the sturdily contested lawsuit of Clara Baum, administratrix of the estate of Julius Baum, against Edward Roper, Kate Roper, David J. Spence and others for pos:ession of a valuable piece of property, 109x50 feet in size, at the corner of Turk street and Van Ness avenue, in this City. The trial occupied several days, and was exhaustively argued by Dr. Kdward K. Taylor and Attorney Naphtaly tor the plaintiff and by Attorneys John B. Mhoon and T. M. Osmont for the delendants. The present suit bad been in court only four years, but litigation had been pend- ing in regard to the property in one form or another for about a guarter of a cen- tury. —_— SAN FRANCISCO *'CALL." - BUSINESS OFFICE of the San Francisco CALt~ 710 Market strect, open untl 12 o'clock every Bight in the year.
