On Thursday evening, July 21, a number of prominent Republicans n_ut in the assembly chamber of the Union Lfngue Club and appointed a committee pl tive to recommend = plan of organization for & large central Republican clul{ to work upor National lines, said con{mnlee to re- port at a meeting to be held in the assem- ply-room of the Union League Club this .evening at 8 o’clock. This proposed club is not part of nor has it any connection ° with the Union League Club, the rooms of which have simply been thrown open to it as & meeting place for purposes of organi- zation in the interests of Republican pol- itics. The following is the plan submitted by Committeeman Stone to be reported atthe general meeting to-night, to which a large number of prominent local Republicans have been invited: ° We suggest that a Central Republican League Club be organized under the constitu- tion recommended-by the National League of Republfeau Clubs, known as the Iowa plan. « " That the cfficers consist of a president, eigh- teen vice-presidents, a secretary and a treas- urer. . ° Ttatan executive committee be appointed by the president, to coasist of the officers of the club and one member from each Assembly “ district in the county. We offer the snnexed plan and articles for - consideration by the assembly: ARTICLE I—NAME. The organization shall be known as ‘‘The Nationsl Republican League of San Fran- cisco.” ARTICLE II—PLAN. To create & large Republican club in the City and County of san Francisco, under the authority, constitution and jurisdiction of the State and Nationsl League of -Republican Clubs. * ARTICLE III—OBJECT. 4. To promote in every legitimate way the success of the Republican party, its principles nd candidates. g 2. The club shall not be used in any way to further the interests of any candidate for offica previous to nomination. ARTICLE IV—MEMBERSHIP. Any resident of the City and County of San Francisco who will support the principles of the Republican party is eligible to member- ship. 2 ARTICLE V—DUES. The membership dues are 50 cents each year, payeble in advance. Members desiring a Staté “certificate of membership will be required to “pay 25 cents additional, which will be turned into the treasury of the State League. ARTICLE VI—OFFICERS. There shall be a president, one vice-presi- dent from each Assembly District in the City of San Francisco, a secretary and a treasurer, all of whom shall be elected annually by the club, and who shall hoid office until their sue- cessors are duly elected and qualified. ARTICLE VII—COMMITTEES. 1. There shall be three standing committees, o wit: Executive, finance and membership. 2. The executive committee shall consist of the president, the secretary, the treasurer and one member from each Assembly district in San Francisco, to be appointed by the presi- derit, Its duty snall be to enforce the provis- “ ions of the constitution and by-laws and to bave executive control 6f the political affairs of the club. The president and seeretary shall be ex-officio chairman and secretary of the committee. 3. The finance committee shall consist of the treasurer and six members to be chosen by the club: Ttshal be their duty to provide funds for the expenses of the club and to superin- tend 1ts finarcial affairs. - 4. The commitiee on.membership shall con- sist of the eight2en vice-presidents. It shall be the duty—and, itis hoped, the pleasure— of thistommittee to use all reasonable means to extend the membership of the organization till every ward, precinct and locality is repre- sented by an active membership in the club; also to aid in the organization of other clubs throughout the City and County, which clubs shall be auxiliary to this organization. 5. The executive committee shall have the authority to appoint an assistant secretary, and aliow him such compensation as is deemed just and proper. ARTICLE VIII—AMENDMENTS. The constitytion and by-laws may be amended at any annual meeting of the ciub by & majority vote or by a majority vote of all the members of the executive committee. ARTICLE IX—QUORUMS. 1. Twenty-five members shall constitute s quorum at any meeting of the club. 2. Seven members of the executive commit- tee shall constitute a quorum. Tne circular sent yesterday to five hun- dred Republicans is signed by T. C.'Mas- teller, H. C. Dibble, T. H. Rush, Tirey L. Ford,2and "George Stone, chairman. One of the object- of the central organization is to enlist the energies and support of ° young m¢n who are not members of di trict clubs. The circular says: “We be- lieve that a club organized and conducted on broad lines will be of material help to the party, and will be of especial assist- ance to other organizations in the ‘cam- paign for patriotism, protection and pros- verity."” ONLY ONE BIDDER CAME The Reorganization Committee - " Bought the Trust : Property. Sale of the Whisky Distillery Site Was Large!y a Matter of Form. Only a small audience gathered at the Larkin-street ‘enwrance of the City Hall yesterday forenoon to attend the auction of the property of the whisky trust in this City. In truth, as the event turned out, the matter was really only pro forma and while there was an actusl sale the prop- erty will still remain in the hands of the stockholders of the trust. . The troubles of the trust have previous- ly been'recounted+in brief. The appoint- ment of General McNulta as receiver was the result of dissensions -muns the stock- holders. But these stockholders really aimed at depriving Mr. Greenhut of power ‘and never have intended to relinguish the plan devisen for the contro lof the output of the great whisky distilleries in the sec- tion selected for their operations. While General McNulta has been closing up the affairs of the old cencern under the orders of the Federal courts a reorganization 1as been formed, and. this committee has, counting in the real estate which was yes- terday acquirec in this City, vract.iuu’y gained possession of about all the trust’s assets. This is of course preliminary to assuming charge of the business upon the discharge of the receiver, which will be effected very soon, as. he has comparative- <ly little remaining to be done in this connection. H, M. Anthony, who is connected with the firm of Nowlin & Fassett, the local at- torneys for Receiver McNulta, raised his voice in an announcement of the condi- tions attending tte sale at 10 o’clock yes- terday forenoon. What he said was sub- stanially as follows 5 ‘On behalf of the reorganization com- mittee of the Distilling and Clttle-FudmNg Company, I bid, in the name of John N. Kenney, the nominee of that committee, the stim of $33,500 for all the property em- braced within the notice of sale.” That was practically ali there was to the event, with the notable exception that the occa- sion brought out General McNulta in his capacity of reader in public. That eminent attorney waded through columns of de- scriptions of blocks and plats in fine ad- vertising type and then paused and mopped his forehead. . No one bid against the reorganization committee. The different parcels were strock off separately and then collectively, estate of large extent and considerable value. Altogether, the reorganization committee had already acquired several million dollars’ worth of assets of the whisky trust. The amount of $9,500,000 was bid for trust properties in a sale at Chicago some time ago, the reorganization committee taking it all. Some of the prices named by the reor- ganization committee for San Francisco realty yesterday follow: There were five parcels in all, which were embraced in the old distillery sites at North Beach and in South San Francisco respectively. Two 50-varas between Chestnut, Lombard, De- visadero and Scott streets were sold for $6000; six 50-varas bounded by Lombard, Chestnut, Pierce and Scott were sold at $21,000. The South San Francisco prop- erties were in three parcels, which brought $4100, $1800 and $650, or $6500 in all for the South San Francisco site, and $27.000 for the North Beach site. John N.
