Equalization Board Completes Its Labors. | The BANK VALUATIONS STICK Market-Street Company’s Assessment Reduced Half a Million. The GAS COMPANY WELL TREATED. A Million Knocked Off Its Franchise and Twenty Thousand Off Improvements. The Board of Supervisors finished its work as a Board of Equalization yesterday, after a centinuous session of over five hours.! Besides acting upon a number of applications of individual property-owners for reductions the board passed upon the aesessments of the babks and corpora- tions. The assessments of the banks’ property was allowed to stana as fixed by the Assessor, while most of the corpora- tions were granted substantial reductions. The banks will probably seek redress in the courts for what they deem exorbitant | assessments, so a still further reduetion in the City and County assessment-roll may be made. Before deciding upon the applications of | the corporations the following reductions were allowed by the board: Patrick Holland, $16,050 to $12,400; Mar- garet Koch, $1400 10 $1000; Charles_Ashtonm 64,600 to $51,000; John W. James McDonald made a spirited speech in asking for a rednction on the assess- ment of his humble dwelling from $750 to $500. “Your Honor,” said he, address- ing Supervisor Taylor, *'I was working on the water front four years under Mark- ham, but when James Budd came into of- fice I was tired. And I'll say right here, gentiemen, that I was fi hting for my country while Budd was getting his edu- cauion at the expense of the State.”” Me- Donald’s Bryanic oratory was not unavail- ing and the reduction was granted. Attorney Pillsbury, representing the Pa- cific Telephone and Telegraph Company, asked for a reduction on the assessment of the company’s franchise from $700,000 to $300,000. The application was denied, and the Assessor's estimate, which is $300,000 | greater than last year’s valuation, was al- lowed to stand. _ The Spring Valley Water Works’ application for a reduction from $2,000,000 to $1,500,000 in its assess- ment was at first denied, and the Assessor's figures were allowed to stand, in spite of the recommendation made by the Grand Jury that the assess- ment be raisea. Assessor Siebe declared that he had assessed the water company in the same way he had assessed other corporations—assessing the stock at one- half its market value and le-vin‘f out the bonds. This was the basis used by the | board in determining the water rates for | the present year. According to the appli- cation made by the company, it has no franchise assessable by the board, and its representative declared the matier would be taken into the courts if an attempt were made to assess the franchise. A motion of SBupervisor Hughes to grant a reduction of $1,000,000 was passed by the following vote: Ayes—Hughes, Wagner, Morgenstern, King, Benjamin, Scully and Dnuier. Taylor was the only one voting against the reduction, whici, if granted. he declared, would necessitate the grant- ing of reductions to all the other corpora- tions. The assessment of the Edison Light and Power Company was consicered next. The company had applied for a reduction from $700,000 to $250,000. A motion was made by Hughes and seconded by Ben- jamin reducing the assessment to $500,000, and was carried. City Attorney Creswell, who had been requested by the board’ to submit an opinion in regard to the bank assessments, appearea before the board and stated that owing to the pressof other business he had been unable to look the matter up, and that the members of the board would have to act upon their own judgment. Deputy Assessor Herzer interrupted the deliberaiions of the board to protest sgainst the wholesale reductions being made in the assessments of the corpora- tions. “‘If the assessments of these cor- orations are reduced,”’ he declared, *‘the tate Board of Equalization will surely raise the assessments of this City 30 or 40 per cent.”’ Considerable discussion ensued over the assessment of the Market-street Railway Company. The Assessor had raised the compeany’s assessment from $3,800,000 to $5,633,584 and the company had asked a reduction to 81,183,00& On the other hand A. J. Clunie had asked to have the assessment raised to something like $17,- 000,000. Siebe explained the raise he haa made in the corporation’s assessment on account of the seventy miles of road which the company has'constructed dur- ing the past year. This year’s assessment of the company exceeds last year's by some $700,000. Benjamin moved that a reduction of$1,000,- 0C0 be made, thus making a net reduction of about $300,000 on last year’s valuation. Deputy Assessor Herzer and Chairman Taylor again protested against the reduc- tion. Benjamin did not know whether the re- duction should be made on the iranchise or partially on the personal property of the corporation. Hughes, in answer to Benjamin’s query, stated that he had not decided how it should be done. “Then the railroad didn’t direct you how the matter should be done?’ *“No,” replied Hu hes, “if they had you would have got your _instructions, too.”” “I dare say I wouid,” replied Taylor. Benjamin’s motion was amended by Hughes, making a reduction of $500,000, instead of $1,000,000. The amended mo- tion was carried by the same vote as the motion to reduce the Spring Valley’'s as- sessment, Benjamin, Hughes, King, Wag- ner, Morgenstern, Scully and Dunker vot- ing aye, and Taylor voting against the reduction. Taylor expressed the opinion that the work being done by the board was illegal, as it was already past 12 o’clock, the hour set by law for the ciosing of the board’s deliberations. The other members of the b ard thought differently, however, and the work of reducing assessments went merrily on. A reduction from $35,000 to $15.000 was granted the San Francisco Gas Company on its improvements. The request of the compsnv for a reduction from $618,270 to ,000 on its real estate was denied. On sB:'i;,rl\jamin'« motion a reduction of $1.000,000 on 1ts franchise, reducing the assessment from $1,883,700 to $883,700, was granted by the usual vote, Taylor's being the only negative vote. i The Geary-street Railroad’s appiication for a reduction from $119,830 to $60,000 on its personal property and the striking out of the assessment of $250,000 on its fran- chise was denied, although Benjamin fa- vored a reduction. The application of the Mutuoal Electric Light Company asking that the $50,000 assessment on ‘its fran- chise be stricken from the assessment-roll as also denied. ; The board proceeded next to consider the assessments of the various banks. Cairman Taylor wished to defer action until an opinion should be received from the City Attorney. King thouflt that the Assessor’s fizures should not be inter- fered with by the bcard, and he moved that the bank assessments should stand as made by the Assessor. The following banks are affected by the board’s refusal to grant reductions: Bank of British Co- lumbia, London and San_ Francisco, Crocker-Woolworth, Nevada, Pacific Coast Savings Society, California Safe Deposit and Trust Company, First National and Wells-Fargo. Clerk Russell announced to the board that R. N. Beamer of the State Board of Equalization had informed him that the action of the loca! board in reaucing as- sessments of property south of the park was invalid and that no reduction could be made except upon application to the bosrd, as provided for in section 3674 of the Political Code. Furthermore, Beamer had declared the Assessor had no power to apply for such a reduction and could not strike off assessments on improve- ments which had been in existence on the first Monday in March, but which had been subsequently destroyed by fire. The communication from the State board was ordered placed on the record. At 2:15 o'clock, after sitting continu- ously for over five hours, the board ad- journed as a board of equalization, to meet fifteen ‘minutes later asa Board of Supervisors. Stated meeting and M.
