While studying how to get even his brother Frank reminded him of a dream he had, in which Mary S figured as the winner of a race in a gallop. Looking around the riffg he saw 20 to 1 marked against the mare on Hughes & Co.’s board and offered them a $100 bet, which was taken, the ticket cailing for $2100. Mary 8 won and Hugh not only casned the ticket but won another thousand in his book. “Dick” Ledgett, the owner of Red Root, considers himself in very bard luck. An intimate friend of bis played in over $200 on the outside at odds varying from 10) to 1down, standing to win fully $20.000 in event of the long shots victory, half of which was to go to the horse’s owner. All of the money was placed straight, and the horse’s fine run availed of nothing in a pecuniary way to owner Ledgett. ECOND RAC The Constitutionality of the Act Un der Which Such Schools Exist Upheld. The constitutionallty of the act under which the Reform School exists was up- held by the Supreme Court yesterday. The case in question was that of William Nichols who, while before the Supreme | Court on habeas corpus, allezed that he was illegally restrained of his liberty in being kent in the Reform School until he attained the age of 21. He claimed the law allowing such a sentence was unconstitu- tional because it permitted a minor to be | sentenced to such imprisonment for a longer term than he could be sent to jai He contended, too, that such imprison ment made a felon of the Imprisoned, be- cause boys may be sent to reform schools irom the Siate Prison. The Supreme Court views this in the light of a commu- tation of sentence, however, and so re- moves the charge of felony. Continuing, the court sa: It is true that terms of detention at the Re- form School may be made greater than'th term of the imprisonment in_the County Jail or in the State Prison for the same offense would be; but it cannot be said that the punishment inflicted is greater than could be Pput upon an adult for the same offense. The object of the act is not_punishment, but refor- mation, discipline and edueation. There is no doubt of the power of the State to make and enforce provisions for the compulsory educa- tion of all children within the State; and it is equally clear that the State may arrest the | downward tendency of those who have offended against its laws and manifested a_tendency to follow aeriminal career by placing them in an institution where they will receive the care, education end discipling necessary (0 prepare them for honorable citizenship.
