Then the flying squadron, under Schley, is to be reorganized and make a dash at the Canaries and the Spanish coast in order to block any offensive movement of Camara’s squadron, which is at or near Carth- agena, in the Meditterranean, It is predicted that Camara’s fleet will be destroyed whenever it can be brought to an engagement, whether by Schley or Dewey.
