The Tenth Pennsyivania regiment will go in the second expedition, which will be commanded by General Merritt, who, of course, will sume charge of affairs when he reaches Manila. Washington, May 21,—Maj. Gen. Wesley Merritt, who is to command the expedition to the Philippines, will probably leave this city today for San Francisco, stopping en route a day or more at Chicago, He is yet uncertain #8 to the date he will sail for the Philippines, but of course he will not be able to depart with the first ship that goes to Mani The general expects that he will have an ample force of men to establish the missiuvn on which he is sent, Be- tween 16,000 and 17,000 troops, he thinks, will be allotted him.
