CHICAGO, Dec. 15.—A second odnference between the rallroad managers and the representatives of the Switchmen's union took place here today, but the committee have not begun the actual business. The managers, it Is sald, will stand out against any wage advance, preferring to take their chances with an arbitration board. One of the ralirond managers declared that to grant an Increase voluntarily to the switchmen would mean a general ad- vance for all employes.
