MAYOR NAMES ONE FOR OMAHA Duty of Wardens Will Be to Take Precantions Against Fire and to Punigh Incendiarism \ Where Possible. A law to create a state fire marshal, with two assistants, was passed at the re- cent wession of the legislature in Ne- braska, together with a law to create the office of fire warden In the city of Omaha. Under the new law the governor appoints the state warden and stants and the mayor will appoint the warden when ass city the law takes effect—July t a salary of 31,600 a year. His duties will be to see that all ordinances of the city affecting the matter of fire prevention are enforced and also to Investigate the causes of fires He will likewlse be cxpdeted to cause the removal of possible causes of fire, have an oversight of the storage of combustibles and generally watch for the preservation of property from fire. Similar dutles de- colve on the state wardens, in a larger field. Possible convictions for Incendiarism are not regarded elsewhere as_ the smallest part of the dutles of a fire warden. Sta- tistics from the office of the fire mar- ghal in Ohfo show that the number of convictions for Incendiarism in that state in the last three years exceed the num- ber convicted during the hundred years preceding the creation of the office. Further, this vast aggregate is well in- vested, and about every penny of it Is alding, in one way or another, in the de- velopment of the country. The outstanding contracts of the companies comprised in the above table, for ordinary and industrial ]Insurnnc», represent $14,600,011,718. Standing piedged, as they do, tb cistribute this money as the contracts mature, the good manuge- ment, and good treatment by the states and the natfonal geveriiment, of the com- panies invaived means very much to the economic welfare of the nation, because the Interests of the companies, the polcy- holders and the- country-et-iarge are all closely interwoven. Columbia Fire Insurance Company. The Columbla Fire Insurance company gf Omaha makes a notably good statement for 1908, especially ‘as it carries all its in- 'vestments at par value, not taking any ad- vantage of the numerous increases made during the year. Its assets are 31,082,632 which puts the company in the millionaire class. The increase in assets for the year is $159,612; the reinsurance reserve, $665,500, n increase of $133,606, and the net surplus, Some Investigators assert that fully 50 per cent of fires are incendiary and that A very large per cent of the rest are caused by carelessness, some of it of a criminal nature. Advocates of the fire warden system insist that specialists are needed to cope with the problem of fire protection and for the investigation of suspiclous conflagrations. W. S. Rogers, the state fire marshal of Ohfo, in a paper recently printed, says that until the cre- atlon of the speclal force of detectives in that state court officers agreed that, per- jury aside, incendlarism was the crime in which trial was most likely: to result in Pacquittal, for the reason that in arson cases there Is always difficulty In estab- lishing the fact that a crime has been committed. “The incendlary,” says Mr. Rogers, bothered with no plunder which has be concealed or sold,” whereas “the bu glar must bother with the Koods.” He says further that “the most Important result of the activities of a fire marshal the deterrent effect.
