Passenger association has for some time been in a very bad way, and there has becn much dissatisfaction on the part of the members with the agreement under which they were held together. The collapse has been looked for as likely to come at almost any time, and the present difficulty will without doubt result in the reorganization of the association on new lines and with some of the features which have proved objectionable eliminated. WASHINGTON, Nov. 15.—Senator Butles, who Is chalrman of the joint committes of the two Louses of congress on the personmel of the navy, is making an effort to get the committee here at an eariy date for the purs pose of getting a bill in shape to be pre- sented at the beglnning of the next sesssion it possible, which will solve the problem of navy reorganization. This question was under consideration by the joint committee during a great deal of the time of the last session, and a large mass of testimony given by experts was taken, but it would appear that very little progress was made toward securing the legislation desired. The coms mittes went so far in its work that to dise cover the task which has been set is a very difficult one, and still a task which it is very necessary should be performed. The navy is at present suffering from a surfeit of officers, and Senator Butler's commission ex pected to find a way to weed out the surplus without doing injustice. The tendency of & navy organized on the plan of ours is to grow topheavy at all times, and this ten- dency was accelerated by the large number ot cadets which entercd the national academy during the war. The officers who were thus created have proved too numerous for times of peace, and the time is now at hand when, as they are reaching the higher ranks, the glut Is beginning to be seriously felt. During the long scesion of the present congress Sec- retary Herbert went before the committee nd submitted his ideas by giving his tes- timony, and also embodied them fa a bill, but the committee does not appear to have been pleased with all the features of the bill, and consequently failed to report it to the full committes or to either house. Representa- tive Myer, who is a member of the joint committee, is also tho author of a bill of somewhat comprehensive terms, but It does not seem to have received the approval of the other members of the committee. This disposition now appears to lean toward & bill introduced by Representative Catchings, the distinctive feature of which Is the cre ation of a reserve list. This bill provides for an active list of sixteen rear admirals, sixty aptaing, 100 commanders, 250 lieutenants, seventy-five lieutenants of the junior grade, and a sufficient cumber of ensigns. The pro- vision regarding the proposed reserve list renders the change to it In a manner vol- untary, but at the same time holds out so many inducements and provides for bringing such pressure to bear, that it is believed by the friends of the measure that It would prove effective in reduclng the force to a reasonablo dimension.
