STOUKS AND BONDS, Belling Movement Was Started Early and the Market Was Active All Day, NEW YORK, May 16—The share specu- lation today was characterised by con- siderable activity, but the Increased volume of business was due to the inauguration of a selling movement, which Included Sugar, St. Paul, B ington & Quincy and Chicago Gas, and in lesser degree others of the active shares. The pre gure to sell was most pronounced in Sugar. There {8 a growing bellef at the refining sugar interests will not e that col sideration of which they haVe claimed to be assured in the tarifi bill if it should reach final passage. The situation —in Washington is becoming more unsettled and the outlook is mot ko clear as it was a few weeks back for the Sugar people. The shares are, however, strongly sup- ported when atticked, and today after the gelling movement started at the opening had spent its force good buyers were not found wanting, wh purchases caused a recovery of the early loss and even sent the prices temporarily above the opening figures. The early decline was 2 per cent, the subsequent appreclation 2% per cent, then followed a reaction of 1% per cent' and a_ final rally of %, making a decline on the day of 7% per cent. Sugar preferred lost 1 per cent. ‘There were quite heavy sales of Bur- lington & Quind in the first hour, despite the fact that it was generally admitted that the regular dividend would be declared, and a_decline of % per cent was effected. Paul was even heaviec than its sister stock and there were evi- dences of liquidation of the shares held by a bull pool, which hoped to find a _mar- ket on the strength which it was hoped the Burlington dividend would impart to the dealings in the granger group. These expectations were not fulfilled and the of St. Paul moved down on the large gs made 14 per cent, with only % recovery at the close. Rock Island declined % and Northwestern stands unchanged compared with yesterday. Chicago Gas was sold down 1% per cent during the morning, ralied % in the afternoon and reacted %, losing 1 per cent on the da: A break of 2t was made in National Lead on sales believed to be for the account of insiders, and the stock closed within i of the lowest point touched. The gen- eral market W weak throughout the day and closed heavy, with prices as a rule % to 3% below vesterday’s final sales. Exceptions were Pacific Mail, New York Central and Missouri Pacific, which are 14 and % per cent higher respectively. “The bond market was weak all day. The Evening Post says: Partly because of the western raflroads’ further move in the rate cutting matter, and partly, per- haps, because of the Burlington dividend, the éarly movement of the sranger stocks showed ‘a fair degree of firmness. In the 1ast half hour, however, a VIgorous pro- fessional attack, centering in St. Paul, and assisted probably by some liquidation, caused a few rather striking net declines. This movement, however, extended over only a small part of the list, the market in_general being quite irregular. The stability, or rather lack of stability, of the founda- tion is still exciting the apprehension of the officials and it has been determined to test the various plers with heavy weights, and after noting the result take such pre- cautionary measures before going further with the construction of the building as will insure its standing solidly after com- pletion. The pler in the northwest corner is now undergoing a test. It covers a little over 100 square feet of ground and it is weighted with 230 tons of pig lead that was hauled up from the smelter for the purpose. This gives a weight of a little over two tons to the square foot. The estimated weight that the pier will have to carry after the bulding is completed is two tons. The weight will be left there for thirty days. It has already been there several days and the pier is still going down unevenly.
