A Montana Phnanthropist Checked in His Maa Career by & Grasd Jary—Cold Cash for & Missourl Bond— Texas Oalts & Huit. 1f doubt existed in any quirter as to the sincerity of the mational government in prosecuting bond lottery promoters, it has been dispelled by a second batch of indict- ments drawn by a federal grand jury. The principal party invited to the bar by these intercsting documents is Henry L. Haupt, president of the Montana Mining, Loan and Investment company, with headquarters at Batte. The imlictwents were drawn by the federal grand jury at Des Moines, Ia., last week. President Haupt is one of the modern philantbropists whose soul revolts against viling up millions in lite imsurance treas- uries, which benefit the heirs of the io- sured only. He would reconstruct the whole scheme and make frequent liberal aivvies with the insured while living. Wy die to win?" Is it not better to live and realize? The Butte finaacier set his energies at work andevolveda plan. It differs materialiy from the usual bond scheme. Instead of waiting on the action of the maultiple joker, Mr. Haupt scoops the monthly receipis into a common pot and has a drawing, disbursing sums ranging from to $10,000. The Batte Scheme. The plan is delightful, simple and Louis- ianesque. A certificate of stock is purchased each month by the victim for $1. This certificate gives the holder the privilege of avplying for a loan of any sum from § to $10,000. Each month thereis a drawing and the applicants for loans whose numbers come out of the big drawing wheel, which the company says it uses for this purpose, get their money. The circulars and advertisements of the company say that at each mouthly drawing $100,000 of its Tunds are drawn and 75,000 “loaned” to the stockholaers, while §25.000 is invested in mines and well known mining stock for the benefit of ihe bondholde: Whren any oueof these, who has been uns cessful in securing a “loan,” has 130 of these certificates each purchased in a different mouth he receives $120 worth of stock in the company, thereby getting his money’s worth. The indictment of Haupt was secured through the efforts of Inspeccor M. C. Fosnes, who has been working up the case for the past four months. Mr. Fosnes is the federal ofticer who made the similar attack upon the Louisiana State lottervat Sioux Falls, S. D., about a year ago. which resulted 1a fore- ing it to respect the federal laws and discon- tinue using the mails in conduting its busi- ness. The Inspactor Made a Winning. In July Tnspector Fosnes got after the com- pany. He had just finished prosecuting the Louisiana State lottery in various parts of tlie country ana was seeking for a new world to conquer. He found it. About that time Doug L. Mackintosh of Des Moines received aletter from President Haupt asking him 10 be agent for his company in Des Moines. Haupt stated that he was doing considerable busiticss there and wanted an agent. Mr. Mackintosh la:d the letters he had received before the authorities and then Inspector Fosues wrote President Haupta decoy lot- ter, inclosing §1 for stock. He received it and 1n due course of time the drawing was heldand he was notified that his number had come out _in the & batch and he could get n loan of that amount. Then the inspector descended upon the compuny, placed the facts before the grand jury, fogether with the letters he-had re- ived, and President Haupt was indicted. The big mile of documentary evidence in the hands of the goverument shows that the company has branch offices at Chicago, New York and London, and that the address of the Butte office is postoffice box 130. The government will now commence a syste- matic prosecution of President Hauot, who appears to be the only head of the concern, in the federal courts all over the country. A Missouri Deal. As a result of the indictment in Chicago of officers of the Guarantee Investment com- pany of Nevada, Mo., many interesting facts have come to light. These throw a search light ou the methods of boud companies and their lavish distribution of other people's money. Shortly afier the Guarantee com. pany obtained @ charter in Missouri state offfcers became convinced that it would de- velop into a zigantic swindle. Certain facts were laid before the state legisiature. An amendwent to then existing laws was passed requiring bond companies to file with the state srcasurer a bond for $100,000. The auchors of the measure thought this require- ment would shut the bond compauies out of ihe state, 03 it was supposed none of them ould procure the required boud. Theof- ticers soon discovered their mistake. How the Guarantes company secured its bond is detailod by the St. Louis Giobe-Dem- ocrat: -“Some new Lzt leaked ous yester- day relative to the struggles of the company toobtain ihe §100,000 bond required by law last July. As has been staied, there were only ten days within which to get the bona when negolistions began between the repre- sentatives of the company aud J. Brooks Johinson. The matter was finally turned over to Mr. Johnson, who enlisted the servi- ces of Captain D. P. Slattery. Mr. Johuson, wuh his usual business sagacity, got things in good shapé& and then salted them down and awaited developmenis. Several days passed, and it looked as if the bond wbuld not be made—that is, it looked that way to the officers of the company, aud they grew uneasy. When but two days remained, sp an ofcer of the company states, Mr. Johoson demanded $30,- 000 in the ‘money of the reals.’ cash, for getring the boud. A coasultation foliowed between the ofticers of the company and its attorneys, and it was agreed to give Mr. Johnson his price. The money was paia over and the bond sigued. Mr. Johnson states that he divided with Captain Slattery, but in what proportion he does not say. The commissioner of insurance and statistics of the state of Texas in a report to the attorney general says that bond invest- ment companies of other states are doing business ¢ ly and_ho demands the cancetiation of their oharters. B. Tompkins Sufiers for Loving His Wife too Well. Curcago, Oct. 25 —Tossiag about on a bed of pain in St. Luke's hospital, speochless and partially paralyzed, lies Gwyune B. Tomp- kins, owner of the Cloverdale stable of race horses. * Somewhere in the east, possibly already on the Atlantic bound for Europe, her golden haired boy with her, is Elizaveth A. Tomp- kins, famous on two continents as the best authority and the most fiuent female writer on turf topics of modera times. It all forms a social tragedy almost bayond parallel. A story more fraught with human emotions, devotion and hardships has not been recorded for a long while. After a fruitless search in every section of the ciay, exhausted, worn out and pale with the frightful nerve tension of the ordeal, Gwynne R. Tompkins at noon yesterday threw his hands up o his eyes, gave a groan snd fell to the floor of the Chicago Press club unconscious. Physicians were summoned and the poor fellow labored over for an hour,but to no pur- pose. Rigid and cold, his glassy eyes stariog stolidly at those about him, unable to utter a syllable, Tompkins lay as one dead. An ambulance was called and the poor victim taken to St. Luke’s. Seventy-Five Hours on End. In a tireless scarch for all he held dear on earth, his wife and child, Tompkins haa traveled the streets of Chicago for seventy- five hours. He had suspicioas, but his mind was prejudiced and he tortured himself into the belief that they were unfounded. He nad miseivings and fears, but he brushel them from his brain and plodded along on his weary search. Now, his brain afire. his mascles dormant, his speech stilled, his heart broken, Tompkins lies a mental and physical wreck in a haspital. Three weeks ago Mrs. Elizabeth A. Tomp- kins took her 3-year-old son, the only cnild, on an ostensible visit to her parents at St Louis and the exposition at Chicago. Her stay at St. Louis was brief. She left the Missouri metropolis to come to Chicago Oc- tober 16, She reached this city the follow- ing day, and what became of her then is shrouded in mystery. ‘While Elizabeth Tompkins was in Europe every transatlantic mail brought a letter to her husband, and in turn was rewarded by one from Tompkins 1o his wife. This couple, apparcutly devoted to each other, wrote Aaily when business separated them. There- fore when a week had passed without a word from his wife Le grew restive and un- easy. Waiting till Friday mght for word from her and failing to get any, Mr. Tomp- kius boarded the limited at Washington for Chicago and reached this city last Saturday. Telegrams that Were Evast: He at once set to work all his enerzics to trace his wife and boy. He found out that they had lauded here on a Wabash train at 7:28 o'clock last Tuesday morning, traced ber to the check room, and from this point on she disappeared with her son as com- pletely as_though the earth had swallowed up both. Mr. Tompkins had kept the wire between Chicago and Washington aflame. Telegram after telegram came and as fast as they were brought to hand devoured: but all were evasive, and it soon became ciear to “Tompkins that his mother was withholding some tidings of vital interest. Frow Saturday morning till Tuesday noon he labored to locate the missing loved ones. Telegrams kept coming from the devoted mother at Washington. They were all barren of what he craved, however. The towering frame had become bent and the maniy head hung low. His eyes bloodshot, his (imbs trembiing under him ana his hands ering, he tore open the early morniu ram {rom the watchful one at home. I read: WASAINGTON, D. C., Oct. 24.—Nothing from Lizzie. Please come home. OMPKINS. Pent-Up Grief Broke Forth. Tears started to his eyes and he would have fallen had not a kindly hand supported bim. He was led to the rooms of the Press club by a newspaper man who had accom- panied and tried to aid him in his search. The stout heart, unable longer to bear up under the awful load, faltered, and he burst out in a paroxysm of peat-up grief. It wa at this juncture that he fell ina heap to the floor, and after an extended period of uncon sciousness he came 1o with the upper portion of his right side paraiyzed and his power of speech gone. It 1s now deomed certain that Mrs, Tomp- kins and her son are not in this city. Some two years and a half agy the lady underwent a surgical operation, and there are those who believe that mental aberration ensued as a result of this. Brilttant Elizabeth Tompkins and Her Son. A very brilliant and brainy woman, Mrs, Towpkins held an exalted position in the ewspaper world, as much by reason of her renchant, bristling style as_for the curious field she sought Lo exploit. Not yet 23 years of age Mrs. Tompiaus has performed the work of many who have been twice as long in the service. Her illustrated articies on English turf matters about s year ago at- tracted wide attention. Since the birth of their child, over three years ago, Mr. Tompkins has tried to dis- suade his wife from working, bul she was obdurate and would, despite all arguments. The child, William~ Arkell Tompkius, was named aftér the publisher of Judge, who at one time was in partuership with Mr. Tomp- kins in a racing stablo, The physicians at the hospita! have been unablens yet to fully determine the extent of Tompiies' aficiion. There is a feeling on the part of some lines that there is no neces- for extending the time, but they may give in if the lines asking the extension are urgeat in the matter. General passenger agents have of late been loking for business to drop off with a very sudden drob, but ¢ still keeps as heavy as at any time during the past month, The Burlinglon is running all its trains from beyond the Missouri river in three and five sections, and the Erie today started an ex- ursion train from New York with 1,000 peo- ple aboard. The same conditions obtam on other eastern and western lines, and while tne fall may come at any time ll 1s keeping up far over the limit set for it by the major- ity of railroad men. PriapeLeui, Oct. 25.—The excitment to- 2. day was transferred from Reading aud the rest of the coalers to Lehigh Valley, ana this stock, on heavy buying and quick _sales, advanced from 85} to 39. Waile there were a number of rumors connected with these aavances, the offi- cinls of the company deny there is any cause for the stremgth outside of the stock being worth considerable more that it is quoted at. It is, however, learned that while a deal, not directly, is being formed, there is some sort of an arrange- ment whereby the Lehigh Valiey and the Reading companies will be benefitted. The receivers of the Reading company held a meeting today. and after its conclu- sion it was learned a plan of reorgamzation had been prepared, which calls for the re- funaing of the general mortgage 48 for a period of four years. This, however, the bondholders object to. AFTER THE FAIR. Several Speedy Passenzer Tralns Will Be Abandoned. The close of the World's fair will bring about the discontinuance of a number of trains on the Burlington, Union Pacific and other western roads. Train No.1 on the Burlington, known as the “Burlington Flyer.” which is due at Plattsmouth at 4 a. m. arriving in Denver the same evening, will be taken off November 15. Train No. 8 which leaves Denver at 8:35 p. m., arriving in Chicazo at 3:50 the following afternoou, is also to be discontinued the same dale. These two traius are the fastest long dis- tance trains in the west ana their discontin- uance wili work a hardship upon western people who are able, by their use, to lose only a day between Denverand Chicago, s distance of nearly 1600 mites. Rice to- day disclosed what took piace at a secret meeting of the holders of the Reading rail- road sccurities heid at the Windsor hotel last night. *I presented,” said he, *a bill of complaint which I had carefully drawn, contauing seventy-five counts against the receivers of the Reading. It was the unanimous opinion of the convention that this should form the basis of an apofication to be made to the circuit court for the removal of the re- ceivers.” The complaint charges among other things gross mismanngement of the af- fairs of the company; that the profitable busioess that should come to the Read- ing is diverted to other roads in which the Reading oficials are intercsted and that efforts are now being made to get the Read- ing into what is called on Wall street *'the latest coal deal.” To Restore Reguiur Rates.
