Madi-2dy BENNETT AND HIS BREAKS “Lady and the Tiger” in Revised Edition at the Mounty Jail. CHAMPAGNE CHARLEY AND HIS PRIVILEGES “Stone Wal Do Not & Prison Make, Nor Iron Bars & Cage'—Nellle Sawyer Foses as the Star Bonrd Sister, For many months the irregularities exist- ing in the management of the county jafl have been a scandal known to every police and peace official in the county and to hun- dreds of citizens. There have been instan- ces of jail breaking, unwarranted releaso of prisonors by the men in charge and other scandals attached 1o the management that seomed almost incredible. When George Bennets took possession of the office of sheriff he placed his wife in charge as matron and his brother, Theodore Bennett, as jailer. There were three or four other friends of the sheriff put in enarge who were more fit to be behind the vars than in front of thom. Taken to a Gambling Den. Theodore Bennett is notoriously a sport and, as a jailer, hasgiven liborties to more than one prisoner who has wanted to see the dark side of the city by gas light. One of tho jailer's speciul favorites was Hend erson, formerly head of the [Headerson Investment company, who was in jail on the charge of embezziement. Henderson had been ac- cused of having appropriated the funas in- trusted to his care and had been placed under bonds of $5.000 to awnit trial in the aistrict court. He was unable to furnish bailand was given into Sheriff Benuett's hands for safe keeping. tenderson was something of a high roller and found a sym- pathetic spirit in the person of his jailer, “Theodore Bennett. The jailer and Hender- son mude frequent tours of the city together late at night when the men whom Hender- son had bilked imagined that he was se- curely guarded by the strong bars of the Douglas county Henderson's business downfall has been caused by eambling, and the fover was not abated “by his confinement 1 jail. He wanted to go out and tackle the tiger and was accommodated. Joiler Bennett had a for his sportive friend and willingly accompanied him on a tour of the gambling houss tHenderson and Dannett would go to one_of the gambling houses of the city and Henderson would sit in the gume for hours, while his jailer was an in- terested spectator, if not always a partici- paut. The fact that gambling is a crime under the laws of Nebraska probably never dawned wpon Theodore Bsunett as he watched theplay. Theodore's head is buils upon a plan that prevents things from dawn- ing upon him easily Lolt ILis Prisoner Un! At one time when Bennett and Henderson were making a night of it Henderson became deeply absorbed me and Bennett. who was only a_spectator, became hungry. He didn't have the heart to tear his friend from his game and so went to lunch leaving Hendorson unguarded 1 the- gambling table and did not return to take him to the jail for several bours, in fact when he returned the game had been ended and the house was about to be closed for the mght, the gam- blers only waiting for Bennett to return and take their best customer back to his cell. Champagne Chartey's Advent. The advent of Charles W. Mosher into the county jall brought on the ¢limax of official delinquency. Mosher went to the county jail under a five year sentence in the peui- teutiary, imposed by Judge -Dundy of the United States court, after conviction on the churgs of haviug wrecked the Capital | National bank at Lincolu and defrauded the depositors and stockholders outof moro than $1.000,000. a_contractor been the ee of the state penitentiary at ILincoln e very familiar with prison meth- ods and soon made himself very comfortable. Likea priuce under temporary restraint, his juiiers were his subjects and vehigiously at- tended to his every want. He did not ha shara the cell of men who had been cerated for minor offenses but was giver a special voom in the residence part of the jail building. This he was allowed to it up with his own furnitus il he furnished the place like a parlor in his own house and | ing out nothing that would add to h forvor convenicnce. H prince. ‘The jailer's forces wero attendants, and anything that the ex-banker wanted was crdered promptly. Mosher Makes o Mush. But there were other luxuries than those of the table of which Mosher did not want to be deprived, aud he had his way. While ho was inthe charge of the United States marshal, before Judge Dundy had sentenced him to the penitentiav was practically given the freedom of the city. He wus taken tothe theaters and places of ymusement, and spanta portion of his timein cortain housos of assiznation in this city aud Council Bluffs. It was when on one of these trips tnat Mosher met the woman who has played an important part in_making his - prisonment in the county jail far from irk- some. On June 2 Mosher ana_ a federal offi- cial visited an assignation house on Paul street near Twentieth. There the men were introduced to Nellie Sayre or wyer, who captured Mosher completely. The Visit was followea closely, by another tripon June b, wlen Mosher sent. Nellic and her friend, a girl who Is now living_aecently in St. Louis, to Ringling Bros.” cireus. Mosher visited the place frequently after that and took 1% of the Sawyer girl, lavishing monay upon her and keeping her in luxurious style. She Was a “Sister” to Mosher. Along about the middie of July the keeper of the assignation housein question removed toa place down town and Mosher sent his woman to the Midland hotel, where her board was paid for a monti or more, when she was sent to Lincoin where she remained for a week or more, About the Ist of Octo- ber Nellie returned from Lincoln and took furnished rooms at the flat oceupied by Mes. Ingalls at 1817 Leavenworth strcct, where she still lives. Then came the fiac part of the play. ‘The woman had changed her name and came back to Omaha as Miss Wat- son, a sister of Mr. Charles W. Watson, alias Mosher, a a prisoner in the county juil. Dur- ing the past month the woman hus been & fraquent visitor to the jail to see her brother and has been aduitied as o sister t0 Mosber. ‘Lhis fact is known to several empioyes and officials all over the county building, Mosher hus visited the woman at her rooms frequently, but has kept pretty close to cover since the newspapers have been opposing Beunettand ealling attention to the mismanagement of the jail. But the woman has made her rezular visits to her brother, aided and abet! by Theodore Ben- vett and his understudies. Occupants of the flat in which the inamorata of Mosher rooms report that while Mosher puys the bills Juiler Hennott bas been sharing in the M]n)lla and has been a frequent visitor at the woman's rooms.
