It all happens on account ot the fact that the contractor who has the stone and brick work on the new buildings is permitting his men to work ten hours a day. The hod car- riers of Omaha have lodged & complaint on this score with the United States district attorney, and in all probability Mr. Moses P. Keeffe, the contractor, will be called upon to either discontinue the ton hours a day work or have the United States court take hold of the matter for adjustment In looking up the law bearing upon the matter the distriet attorney has found that in chapterceeliiof the federal statutes, passed by congress in August, 1802, it is provided that “the services and employment of all la- borers and mechanics employed by the gen- eral government or by any contractor having government work in_hand, shall be limited and restricted_to eight hours in cach cal- lendar day.” There isa provision that in cases of emergency this law may be evaded by securing a special permit from the gov- ernment. The work at Fort Crook consists ut present largely of hod carrying, excavat- ing and brick and stone laying. The penalty for the violation of the cight-hour law is a fine of not over 1,000 or six months in jai It is understood that Mr. Keeffe is ps his men 20 cents auu hour for mortar work and 175 for concrete work. Hod Carriers union No. 720 of Omaha sent a commitiee down to Fort Crook yesterday to investigate the matter. They claim that all but four of the men employed by Keeffe are from the west, mostly from Cheyenne, The ten-hour arrangement makes it fmpossivle for Omaha mechanics to get work at Fort Crook, as they can’t get an_ evening train home after work hours. They elaim that this is a genu- ine griovance and they propose if possible o make Mr. Keeffe come to the eight-hour arrangement so that Omuha men may have achance at least to get work on the new garrison buildings.
