OChawrman Prince and Councilman Howell of the committee have prepared their re- port upon the ordinance and they recom mend that it do not pass in the council. They find that there are many aefects in the ordi nance and point out some of them. Another defect the committee points out is that it requires that the transfer shull be given only by the con ductor to whom fare is paid.
