On June 2 the street ompany will put a new system of transfers into effect, but the change will not be as sweeping as was con templatea by the ordinance. OChawrman Prince and Councilman Howell of the committee have prepared their re- port upon the ordinance and they recom mend that it do not pass in the council. They find that there are many aefects in the ordi nance and point out some of them. [t fixes the fares for ull persons ove years of age at 5 cents, u no allow ances for the school children, who are now enabled to purchase commutation tickets for a less price. Another defect the committee points out is that it requires that the transfer shull be given only by the con ductor to whom fare is paid.
