CORRECTING SEVERAL FALSE RUMORS Henry Clews Favors Tss nce of Three Per Cent B Henry W, Cannon Denles That the Treasury D 1s Bankrupt. partment EW YORK, March 8. gram to THE BEE.]—The dispatch sent from Washington by Colonel MeClure to the Philadelphia Times predicting dive disaster because of the depleted con- dition of the treasury caused consider- able talk in financial cireles here. Presi- dent J. Edward Simmons of the Fourth National bank said in regard to the statement: “The writer scems totakean extreme view of mattors and makes sov- eral incorrect statements as well. To say that the treasury is in a bankrupt condition is absurd. If a man who owns $1,000,000 worth of property does not happ®n to have ready cash tomeet #5,000 he would not ve considered as broke by a large majority, This is the position of the treasury. That our credit is higher than that of any foreign nation was shown when Mr, Fairchild was sce- votary of the treasury. There will be no need of placing additional taxes upon the people conomy and retrenchment are all that are needed to make the financial condition of the treasury per- fectly sound.” Henry Clews, the banker, seid the statement that the condition of thing which confronted the people was appali- H\w was silly. In regard to the situa- tion he said: “I don't see why we in this country should stand serenely and quietly by whilo our gold foundation is being taken from under us by Austria, a government not entitled to one-half the credit possessed by the United States. The process which they have been adopt- ing 10 get our gold for a long time past has been to sell their 4 per cent bonds and use the avails to buy our gold with, dragging it from us in an unmerciful way, as aratst the spirvit of comity which should prevail among nations. Why, therefore, doesn't our government start without delay in this contest for gold and use her superior credit to put out bonds at a rate th will not eost over 3 per cent per annum, float them in Europe and draw gold from it? This would be an effectual checkmate to any further attempt to take our gold from ys. It would but require evidence of entering the struggle on the part of our government to ma them think twice on the other side before con- tinuing their present methods of forcing this country tosupply the Austrian, Ger- man and French hoarding of gold. The sentiment entertained by Mr. Harrison against putting out bonds, it is hoped will not be entertained by President Cleveland, as it neither wise nor | courageous and would appear silly when it is considered that at theend of the war the bonded debt of the nation was in ex- cess of $3,000,000,000, since which it has been liquidated by calling in these bonds and paying them off in gold until the debt has been decreased to about $600,000,000, a feat in finance that noother nation can boast of. Such a record justi fies maintaining the high credit which that process has established. Hence, supposing we could now, after taking up $2,400,000 of our4bonds, increase the debt $50,000,000 or $100,000,000 for the sake of placing the secretary in a strong gold reserve position, thereby continu- ing both at home and abroad the confi- dence in the government's ability to maintain indefinitely the gold standard for all of the gold paper money now in cireulation, as we are pledged to do.” President Henry W. Cannon of the Chase National bank said: **From my un- derstanding of the-state of the Treasury department I conclude that the dispatch from Washington which says the treas- [Special Tele- is ury is literally bankrupt is not true. | The sender must have been under a mis- apprehension. While very likely the large appropriations made” by congress | during the past few sther with | the redemption of over $28,000,000 of 43 per cent bonds, has reduced the avail- able funds in the tr sury to a low ebb | the treasury is not by any means bank- rupt. It should be by recollected that du ing Mr, Cleveland's former administra- tion, when Mr. Fairchild was secretary of the treasury, the country was embar- rassed because of the large accumula- tion of funds in the treasury. This accu- mulation had removed the currency from the channels of trade and locked itup. It is very likely better to have more funds | in the treasury than we need than to have too little, but the Treasury depart- | ment was originally only a machine for collecting taxes and disbursing the same in payment of government expenses.
