It refuses to uccopt qictly the defeat it suffered in the loog and bitter contest beuween it aud the Northern Pucific, and has asked a board of arbitrators to help it out of its gifficulty. Tne Norihers Pacific held that the Union Pacific bad no right to make through rates to Puget Sound points aud use the lines of the Northern Pa- cific in ticketing passengers from Portland to their destination. ''he United States court decided that the Northern Pacific could uot be compelled to nccept these through tickeus, and it immeaiately pro- cceded to shut the Unton Pacific out of the disputed territory. The lutter com- pany transferred its fight to the Chicago Railroad association, which is now in ses sion here, for the purpose of checking pas- senger rates, The Northern Pacitic insisted that the Union Pacifie had no right o havo a through rate to Puget Sound points, shown in the Chicago rate sheet. ‘e Union Pa- citio mude a strong fight to have tho rate putin ana the question was submitted to a vote of the associution. Only the Chicago & Alton and the Chicazo Northwestern supported the cluims of the Union Pacific. Under the rules of tho as- sociation any member has the right of ap- peal under such circumstances. Will Maintain the Rates, Chairman Caldwell has petitioned all the roads in the territory of the Western Pas- senger association, both members &na non- members, to sign an agreement to mantain absolutely the authorized rates on vasserger traftic, after Octcber 10, and thus check the demoralization caused bv the large num- ber ot excursion tickets tnat have tooded the murket of late. The majority of the roads, including this Chicago & Alton, have complied with the request and pledged themselves to maiutain the rates. This is positively the only foundation that exists for the rather sensational story that has been sent out from Chicago to the effect that the Western Passenger association bas adopted a new agreement to take the place of the old one and that tho Chicago & Alton has re- suined its membership in that orgunization. A long ses- sion today was devoted toa discussion of details, and it was found that & aifference of opinion existed as to just bow muca of the compeitive traflic should be embraced in the proposed tonnage pool. Ames, one of the chief stock- holders of the Union Pacific arrived Tuesday via the Missouri Pacific, and yesterday was busy with President Clark and General Leighton in discussing the Council Bluffs union depot muddle with a number of repra- soutative men 1rom the city ncross the river. Tho depot situation there is quito as in- volved as Omaha's, aud the solid men of the Bluffs aro ut a 10ss to know just what to do to get a union depot upon the grovnds they have purchased for that purpose nearer the city than the present transfer station. At one time nearly all the lowa roads hfd agreed 1o use one comiuon depot, but the Council Bluffs people could aot get action fast euough and the Northwestern broke away and commenced a very pretty aud substantial suburban station of jts own. Some of the interested ones in the scheme wert on & tour of inquiry to St. Louls and Chicago and returned broken-hearted that the railroads waited upon could give them 10 information us to their probavle course in the depot matter. At the meeting held last week the situation was aiscussed at length and the Little life left in the scheme was pounded out of it by the leaders in tho movement, who saw no hope of building & a rul at this time.
