ORDINANC An ordinance changin of 2ind MUST BUILD ITS OWN LINE | If the Union Pacific Stays in the Northwest Trade it Must Hustle, STAND OF THE NORTHERN PACIFIC It Has Cars of Its Own and a Track to Haul Them On and Feels Able to Do All the Business Ttseif—Rail- rond The Union Pacitic will bave to do some building out in the Pacific coast vegion if it wants to hold its share of business from Puget sound points, In accordance with the terms of a recent decision of the United States cireuit court the Northern Pacitic has issued a circular announcing that it wiil nov haul freignt originating east of the ninoty- seventn meridian turough 1 Union Pacitie cars from Portlana to points on the Northern Pacitic. This rule will prevent the Union Pacific from handling compotitive car load bnsiness from pomts east of the Missourl and Red rivers destined for points on the Northern Pacific between Portland and the sound, in- cluding Seattie aud Tacoma. Hitherto the Northern Pacific has been hauling Union Pa- cifle ears over this part of its line, vaving the customany mileage and collocting its local rate. In futire all competitive transconti- nental freight routed by the Union Pacific for points on the Northern Pacifle will have to be transferred at Portland to Northern Pa- cific cars, and vico versa, Car load freight from looal points on the Union Pacific west of the ninety-seventh meridian to points on tho Northern Pacific will still be bandled through without transfer. ‘The netresuit of this chango is to shut the Union Pacific out of the transcontinental freight business with the sound, so far as car londs aro concorned, as tho arbitrary rates which it would have to pay tho North- orn Pacitio would cut too big a slice off tho total rate to leave any money in it for the Union Pacific, The position of the Northorn Pacifio has been fuliy developed at the bearing in the courts. Briefly summed up it is: “We built this road to haul freight over ourselves, and we build cars in which to haul that froight. We have o transcoutinental line and connections which reach to eastern points from which the Union Pacific wishes to haul freight; whon thero is any freight to be haulea from those points to points north of Portiand on our line we are willing to haul at the snme terms as the Union Pacific. It is not reasonable to _ask us to allow a com- potitor to use a small part of our line for the purpuse of getting away from us the business of hauling freight 2,000° miles or more, which we can do with as much accommoaution to the public as that competitor. If we woro 10 uso Union Pacific cars for hauling freight from Portland we should huve to pay for them, though 1u using them wo should e helping our competitor and might have cars of our own stanaing 1 our yards.” The probability is that the Union Pacific will now strain every nerve Lo bring about the completion of the Portlana & Puget Sound road. Sult of a Cattle Queen. Mrs. Daniel Mc(Ginnis of Glen's Ferry, [daho, one of the largest cattle owners of thav miniature state, is on tho warpath and will invoke the law’s aid to securo damages in a considerable sum for lossos sustained in shipping twenty-five curs of extra fine cattlo from Bliss, Idaho, te Omaha, last August. Mrs. McGinnis claims that the lack of proper foed and water facilities resulted in the death of fifiy head before they reached Omahs avd tho others arrived in such con- dition that their vaiue deprociated fully 40 er cent below the ruling narket price. Mrs, McGinnis made every effort 10 come to a sot tlement with the Union Pacific claim agent, Major Huncock, but failing to got anything liko what she considers fair compensation for her loss, has decided to ¢ommence suit in tho United States court to compel the company to make good her loss. In an interview with a Laramie reporter Mrs. McGinnis told her story, complaining particularly of the troatment sho had re- ceived av the hands of Major Haucock. “*He offered me $25 as payment in full for all damages,” said she, *and claimed my cars had been overloaded. The fact is evel car was underloaded. I'm a woman, but T know just as much @bout stock as Mujor Hancock any day in the week. “When I shipped last August tho first place where my stock was to be fed and watered was Green River. To mako sure, 1 eoven telegraphed ahead to huve overything ready when I got there, so 1 could unload. My cattio were loaded at Bliss, [dano, and they had been on the road twenty-eight hours without feea or water. When I roached Green River I was tola I could not stop until I veached Rawlins, I went to Superintendent Malloy ana begged that I might be allowed to mive my stock water, if nothing else, but he refused. I told bim they would die on the road. butit didn’t seem to make a bit of differenco to him, Well, you know how mauy were thrown off here deaa. Your policeman killea several aiso that were crippled. They seemed to think that becauce I was a woman I should not have anything to say. They didn't even switch me down to tho stock yards, but left me standing oa the side track for three hours, Maybe the Union Pacific people think they own the whole Uuited States, but I'll show 'em I have some rights, aad I shall see 1f the courts will upbold them in their unfair coarse. They did not want to furnish me transportation this last weok. I shipped my cattie just the same, and I shall make them pay for all losses,” Couldn't Send the Corsets.
