C., July 20.—Colonel Eu- gone A. Carr, Sixth cavalry, has basn mada brigadier general. His nomination went to the seanate today. This 1s a victory for Sec retary Elkins, Also for *‘Dick’ Kerens, the St. Louis politician, aud for Minister Clark 1. Carr. General Carr's principal compet tors were Colonel E.$S. Otis and Colonel William P, Carlin, the oficer 1n command of the forces at the scene of the labor troublos in Idaho, and who was endorsed by General Schofield and the Tilivois delegation, Gen- eral Carr, however, had other claims than political for the position. Ho was the senior colonel of cavalry on the active list and one of the fow rematning officers of the regular army who commanded a division during the war, 1His Active Career. General Engene A. Carr was born m Erie county, New York, and eraduated from tho Woest Point military school in 185), He was assigned to the Mounted Rifles, now tho "Third cavalry, as n brevetsecond loutenunt. Iu June of the following year he was pro- moted to be second lieutenant. He served at Carlisle and Jefferson barracks until 1% when he was transferred to Fort Leaven worth for frontier duty., He took puart in two expeditions to the Rocky mountaius in 1855, serving as adjutant, guartermaster and commissary for Captain Van Buren, In the fall of 1553 he was transferred to Iort Gib- son, in the Cherokee nation, nd thence to Texns where he was actively emploved for a time in quelling an uprising of the Moscalero Apaches, He receved a sovere wound in a battle with the Mescaleros, ncar Mount Diavole, in October, 1534, and_ was promoted for his gallant conduct in this engugement. By this promotion he became first licutenant of the Fourth cavalry. The following year ho participated in the Sioux oxpedition and Fort Leavenworth ugain became the headquarters of his com- pang for a time. Ho nassisted in pulting down tho border disturbances in Kansas be- tween 1555-57 and in tho winter of 1857 he was ordercd o Washington for special duty. Tn 1858 ho was promotod to captain and joiued tho Utah expedition. He wus then Crdered to Fort Wichita, where ho teld a station until 1861, taking part in the Kiowa and Comanche oxpeditions of 1860, During and Since the War. Captain Carr eutered the war of the robellion in 1361 aud served with great dis- tinction until fts close. He was wounded several times, but never seriously. For gallaut ana meritorous conduct he was pro- moted ramdly, serving in aimost every capacity from his first rank to that of brigadier. He was brevotted several times and finally, at the close of the war he wus made major general of volunteers o date fre March 11, 1863, He was must d out of tho voiunteer servi in January, 1866 and was subsequen made brevet brigadier generai to date from March 13, 1565, and later he was mado & brevet major general for gallant and merito- rious services during the revetlion. During the winter of 186500 he com- manded an expeaition which brought him into greater prominence in Nebraska and (olorado than he had attained before. While marching from Sheridan, Kan., to Fort Mc- Pherson, Neb., he met and defeated a large force of Chayenne Indians on Beaver cresi in Kansas, and pursuing them northward in- to Nebraska he overtook the marauders at Spring Creek, Neb,, and administered a second punishment. During the months of June and July, §1869, heontered upon o series of brilliant operations against the fodiaus in western Nevraska and eastern Colorado. At Rock creek and bum- mit springs, Colorado, ho met and complately wiped out the desperate baud of Indians known as “dog soldiers,” under the blood- thirsty leadership of the Cheyenne chief, Tali Bull. On account of this particular aciion the legisintures of both Colorado and Nebraska passed resolutions of thauks to General Carr.
