There is no more sonsible, enjoyable luzury, no more health-giving, pleasure- able ane than a horse and huggy or a team and carriage, Old and young, babies and all can share 1n the enjoy- ment. Mr. Holland, who has recently returned from Los Angeles, Cal., hus planned for furnishing Council Bluffs people the luxuty of livery in its best form. He has secured what has been known as the ‘Rink’ stable, and has completely remodeled it, making it not only one of the largest, but one of the most complete of uny in the west Everything is so or- derly that a lady or child can go through the entire establishment with no more cause of offense than in a dry goods store or other business house. Mur. Holland prides himseif on having his business conducted on this policy, and what is true of the stables is also true of the stock. Trusty horses. new buggies and fine ca new harness, reliable drivers, in everything nece vy for a first class livery stable are provided, the assurance being given that it will be maintained thus as the finest livery stuble in the city. Mr. Hol- land hus had years of experience and not only knows what is needed, but_how to supply the need. Besides the livery he will board horses and take the same care of private rigs that he does of his own. In remodeling the stables new floors have been laid, new stalls built, new harness room, wash rooms, ete., in fact there is little to remind one of the former appearance, except the walls. The pub- lic will appreciate the improvements made, and Mr. Holland will doubtless speedily win o liberal share of the pat- ronage. e SOUTH OMAHA, » Neglect of the City Council Tax Levy. Will South Omaha have a tax levy this vear is an interesting question which has just been raised. No steps have as yet been taken by the ity council to make a lovy, and the time for the prelimiuary steps in the matter as provided by law has expirea, The charter governing cities of the first class, having more than 10,000 population, plainly provides hcw the city council shall proceed in making tho aunual tux levy. Tho first step necessary is the procuring of an as- sessment roll from the county clerk and which shall be in tue hands of the city clerk not later thaun the third Monday in June, Immediatelv thereafter the councilsnall give six days notice of its sitting as a board of equalization, which shall last five days. This to Make a must bo done before the lime for the first meeting in July, at which meeting the levy must be made. The assessmont roil has not yet beon ro ceived by the city clerk from the county clerk nor has the council given any notice of its fntontion tosit as a board of equalization, The regular July meeting of the council oc- curs next Tuesday cvening and by the pro- visions of the charter tho lovy should bo made at that meeting. It will be impossiblo to muke the levy at that time and the que: tion urises how will the difliculty be over come. 1t has been suggested that the council should sit as a board of equali- zation as soon as possible, and when Tues. day evening’s meotng s held take a recess for a sufficient length of time to euable the provisions of the 1aw to be complied with, Aunotber suggestion is that the absence of o quorum Tuesday evening would bring about the desired result atd give asuficlent longth of time to secure the assessment roll and en- able the council to meet as un equaiizing board. "The blame for this oversight of the coun- cil 1s not laid at any particular person’s door, and can te attributed only to the fact that the members aro not as familiar with the provisions of the law for tax levying as they ahould be. Tho members will undoubtedly prove equal to the emergency, but the ques- | tion Is how ! Wil Be lustalled Tuesday Evenlng.
