6 STRENGTHENED BY ST, PAUL | Peonliar Sitnation of the New York Rail- way Stock Market. HOW THE COMBINE WILL BE WORKED | tors of the Deal of Conl Will e to the Middiemen but Not to Consumers, On Paper the Origir rw Yonk, March 13,—[Special Telogram to Tie Ber.|—~In a way the market may be said to have been strengthened by the action of the St. Paul directors in refusing to ve sume dividends on the common stock. Yet the matter was left in doubt so far as cou cerned the outside public until the meeting was held and 1t might have been assumed thut when the decision was made krown the disappointment would have caused such an active selling of tne stock as would have carried down the price three or four points and possibly more. As a matter of fact the price remained almost unmoved. No large profes- slonal operator cared to sell it down and when the traders jumped at it they found supporting orders meeting them. The insiders were evidently willing 10 buy all the stock that anybody would sell. This was a fair notification that the bull forces in the market were able to take care of their stocks under what might be con- sidered adverse conditions and the fair in- ference that could be drawn was, that the markot as it stands is a pretty solid one. It is underst.od that the St. Paul company will start dividends again on the common in the next fiscal year, the current vear ending June 30, The gross earnings of the company contine phonomenally larger. The net may not bo sc favorable. It is good evidence that the controlling powers in St. Paul are confident about its futire when they could decline to puy ® dividend on the common stock and yet be willing to support itatabeut 77. Such was the anxiety avout the matter that it had the effect of restricting trading und the market was quite dull for a day or so. thouvh, indeed, it has not been tpecially active any day of tho past week, and looks u little as it it might be quiet the coming week. It is professional largely, nud 10t broud enouch to muke business in uny but a few stocks. That Lake Shore Deal. Nothing has come out to explain the late gymuostic performances of the Lake Shora which, holding about , has lapsed nto dullnes and unless something new is brought out in connecticn with it, will doubt- less work lower \We hear nothing more avout ‘‘Melons to bo cut.” If its late sud- den advancs was purely manipulation, it demonstrates two things clearly, that it was a siugulurly bold and skillful operator who aid it and that the mar- ket must have been nearly bare of floatiug stock when it was done. We are liable to get surprises of this stamp for awhile because the ownership of large blocks of prominent stocks has been greatly changed of Iate, and the market is not yot adjusted Lo the new conditions. If it were hkely that 1ho money market should become disturbed through the draining awny of the reserves by gold shipments and iuterior aemanas, we might see some more gymnastics aund they would probably be in the downward direc- tion. Tight money, however, or even a 6 per cent cull rate, scoms uniikely this spring. We have asurplus veserve now after the reduction shown by Saturday’s statement of $16,000,000, which is nearly twice as much as we'had at this time last year and money is a drug on the other side. A littlo stiffeaing of the interest rates here would stop the outgo of even thesmall amountof gold we are sending now, ana what we are sending goes becuuso the drawers on the other side are willing to pay a small premium for it. Result of Silver Agitation. The silver agitation is the one observable hear cloud on the horizon and there is no knowing what sort of a storm may come out of it or whethor it will pass away without serlous harm beine done, While money con- tinues oasy, it is comparatively smooth sail- ing in inancial waters aad the making of new combinavons or working out of Teorgan- izations will continue. Tho Richmond Terminal scheme has made & new start after its recent setback. There was nothing the matter with the scheme it- self. 'That seems to approve itself to ail, There was a row abcut the personnel of the guuranteeing syndicate. It is generally talked about in the stroet tnat the firm of Hallgarten & Co. wanted to run the machine ana of course take the lion’s share of the resulting profits, Thoy presumed that tue thing was done, barring the formality of passing the sub- scription paper around among their fellow bankers, but when Hallgarten & Co. passed the paper the other fellows were mad and would not subscribe a cent, 80 tho whole business, guaranteo syndicate’ and the or- ganization scheme together, seemed in dan- ger of collapse, to be followed by a plain, everyday receivership for the property. But the cmef parties in interest have got togethor again and are working to givo the machine another start, The coal stocks continue to be a center of interest, which means that attention is most fixed on Reading. forthat is now regaraed as the representativo stock in this group. The passago by the New Jersey legislature of a bill to legalize the leasing of the Lehigh Val- ley road by the Reading had the effect of causing a considerable line of shorts out- standing in the stock to be brought 2. Quick oyes were watching for signs of just such athing and the stock rose rapidly under the buying for both long and short ac- count. Reading seems to be a pretty treach- erous stock to sell short under present condi- tions unless for & quick turn when the traders have rushed it up too fast because the leaaing capitalists in the concern are holding a considerable amount of the stock aud are tiguring on its becoming a diyidend L ’f'ur under the new combination, 'hey argue thatif the average circular price of coal forthe last five vearscan be obtained steadily it will incroase the income of the combined Reading, Jersoy and Lehigh companies over 5,600,000, As everyoody knows, circular prices and actual prices are different thing: The circular of prices ‘which & coal company issues gives the mid- dlemen a basis to figure on. Retail prices vary little, but the middleman makes his money by judiclous beating down of the company's price, How the Comblne Works, With a joint agency established to which all orders will come there will be one fixed price, and every buyer will know beforehand what ho has to pay as certainly as if he were buying postage stamps. 1f this steady - prico be an average advance over last year of #ilg cents per ton, which may be obtained with- out appreciable increase of prices to the con- sumer, it Is calculated that it will produce the increase of income above noted- thatis $5,600,000. The maximum lease ro quirements (10 per cent on Jersey and Le- high stocks) are $6,245,000. In 1891 these two cowpanies earned for dividends $4,651,000, so that there is only $1,604,000 to be made up, ainst an estimate iucrease of income of §6,- ,000. This leaves a surplus, in round num- bers, of about $5,000,000, and with this addi- 10D to its income L is estimatea that the f(umuu company can easily pay all ts 1ncome interest and & ividend of 6 por cent on its stock, leaving & handsoma surplus for other things. Upon this calculation, which, of course, is approximate, only the new deal has beon based. 1t distinctly contemplates the mak- ing of Reading a 6 per cent dividend payer, while the dividends on Jersey and Lebigh stocks increased to 10 ‘per cent. We know that calvulations sometimes go astray, but it is at least of interest Lo note what fig- uring 18 doue by the great capitalists who have brought about the combination and upon what basis of estimated income they have been buying such large amounts of the snthracite stocks. FOREIGN FINANCIAL REVIEW, Discount During the Past Week Was Quiet With No Demand. Loxnoy, March 18, —Discount during the past week was quiet at 13 per ceut for threo montus aud i per cent forshort. There was no demand. The position of the Bank of Eugland continues to improve through vey- nue paywents. sowme arrivals of gold aud wo absence of foreign bullion prdars, Itis now estimated that the Austro- Hungarian govern- ment will need £40,000,000 in gold instead of £20,000,000 as at first estimatea, to résume specie payment. This will be raised by a loan not implying an immediate drain, 1he procoeds of the Joan being Invested in Eng- Iish bills, Tho silvor market was dull dur- ing the week. On the Stock exchange busi ness was rather more animated, and deal ings throughout the week showed a healthicr tendency. Better political and financial news from the Argentine ltepubiic helpod to eive tone to things generally. Argentine nationals were in stroag request and rose 415 per cent. British rallway securi tivs wero dull, especially those of lines within coal strike areas, which fell 1! per cent for tho week. Awerican railway securities were irreguiar. hoy were largely sold early in the week, becoming firm towards the end. Yesterday's announcement of New Jersey's Legisiative action gave a fill to dealings in all kinds, Reading, Lake Shoro avd New York Central securitios wero ospecially bought, The week's variations 1n prices of American railway _securitios are A tollows: Increases—Louisvile & Nastvi and Lake Shore 1 per cent eacn, Denver & Rio Grande 6 per ceut, Moxican Central, Mis- souri, Kansas & Texas and Norfolk & Western 615 por cent each, Iteading three-eighths per cout. Canndian railway securities were steady. Grand Trunk first preferrod ndvanced 3 par cent for the week and Grand Trunk seconds 2 per cent, Among the miscellaneous securities J. und P. Coates dropped one-half per cent on the announce- ment that there would ~bo no dividend on ordinary stock, Rio Tinto one- balfof I per cent, and Klmore copper one- quarter of 1 per cent. 'The institute of bankers recently sent a ciroular to banks in- quiring whetker thoy were in favor of or against Mr. Goschon's ourrency scheme. Out of 100 responses, two-fifths gave unqual- ified support, but the majority declared agalost the scheme. Accordiug o expert's analysis, the nutional balance sheet for the vear ending March 31 will show a surplus of £600,000. Mr. Goschen’s coming budget, according to cowplete estimates for the ensu- ing fiscal vear, will show a deticit of £300,000. The period of big surpluses which the con- secvativo government has enjoyed, has ob- viously ended.
