GARZA COMPLICATIONS. the Mexican Consul at redo—News from Border. Larepo, Tex., Jan. 24— A call was made upon Lamedo Diaz, Mexican consul at this point, this afterncon. The direct question was acked him if any reward was offerad for the capture and delivery o the Moxican au thorities of Garza. He stated in his opinion no such reward had ever boen offered or that o private reward had been offered. He know uothing about it and did not believe that the presivent of Mexico had ever sanctioned any such offer, Beitas it may, tho impression vemains here that thera are public men in Mexico, no furtber off than Montercy, who would be very ploased to be ablo tv Iy their hands on Garza, and know that they could see bhim tried in Mexican soil for crimes against Mex- ican law. The government doubtiess would also tako o huad after he was put on trial, and the princival charge against him would be treason. T'he post officers at Fort Mclntosh were interviewed to-day again in regard to the re- peated statements made from various points that if Garza fell into their hands he would bo at once extradited and turned over to Mexico. They claim the roport is prepos- terous, To begin with they have no right to arrest him unless they turn bim over at once to a deputy United States marshal or police officers who have warrants for him. Should he be turned over to the former he will be tried in the federal courts for violation of the United States neutrality laws. [f to the latter, then the only charges against him would be the kuling of Corporal Edstrom at Retinal Springs, Starr county, and a case of livel or a misdemcanor in the courts ot this (Webb) county. After he has been tried on these charges, then it might do to taik of extradi- tion. In regard to the recent sentence ot a inili- tary court at Montercy, to the cffect that General Nevis Hernandez, formerly com- mander at Mier, was senienced to be shot, and that the groatest secrecy was oxercised in the trial proceedings, etc., tho consul stated that there was no truth in the report: that tho trial was public, and that wilnesses had been summoned and sworn evidence taken all over this border country. He stated that the sentence could and prob- ably would be appealed from, first to an appellate court, then to a supreme military tribunal, and then, before seutence could be passed, President’ Diaz would have to ap- prove the sentence, The report of the federal grand jury at Brownsville is censured nere, as it casts a slur on civil peaco ofticers in the lower coun- ties, and yet fails to indict them for any vio- latlon of the laws.
